First grade enrollment in Nha Trang: Students cannot attend nearby schools, must attend distant schools

Mr. LNK (a parent whose child is about to enter first grade, currently living in Hoang Quan apartment building, Vinh Hoa ward, Nha Trang city) said that his apartment building is near Vinh Hoa 1 Primary School and is also in the same residential group as the school, but after being arranged by the ward People's Committee, his child had to study at Vinh Hoa 2 Primary School.

Many children, few schools

Mr. K. said that Vinh Hoa 2 Primary School is located on the wrong side of the road, quite far from the apartment building where his family lives. He and his wife work during office hours, so it is difficult to pick up and drop off their children.

"The child was born elsewhere, but my family registered permanent residence in Vinh Hoa ward. Before, the children went to school wherever they were, but now this arrangement is very difficult for the children and their parents," said Mr. K.

Some parents who rent a room in Vinh Hoa ward and have registered for temporary residence also said that their children cannot even enter Vinh Hoa 2 Primary School because the quota has been filled and they have to wait for the city to arrange a school for them to study.

According to Ms. Trieu Thi Thu Hang - Vice Chairman of Vinh Hoa Ward People's Committee, the enrollment of first graders into schools is based on 7 criteria issued by the Department of Education and Training of Nha Trang City. Accordingly, Vinh Hoa 1 Primary School enrolls 210 students, Vinh Hoa 2 enrolls 175 students into first grade in the 2024-2025 school year.

Children from residential groups who follow the correct route to Vinh Hoa 1 Primary School, after being considered and having enough quotas, the remaining number will continue to be added to Vinh Hoa 2 Primary School (the school has 45 additional quotas) until the quota is met.

The remaining surplus (120 students), the ward will make a list and send it to the Department of Education and Training of Nha Trang City to allocate to schools outside the ward.

According to Ms. Hang, because there are only 2 primary schools but the ward has a large population and 3 apartment buildings. The terrain of the ward is divided, the 2 primary schools are far apart, so parents complain that pick-up and drop-off are inconvenient.

Reasonable allocation of surplus students to schools with shortages

Mr. Nguyen Van Minh - Vice Chairman of Nha Trang City People's Committee - said that the city has issued a plan to enroll students in grade 1 from June 2024.

The city-wide enrollment target for grade 1 is 6,815 students/196 classes. However, in some communes and wards, the number of children is still very large, so schools have run out of enrollment targets and have a large number of surplus students.

"Vinh Hoa 1 Primary School has reached 30 classes so it cannot open more classes for students. The Department of Education and Training of Nha Trang City is compiling these cases and reporting to the city's Admissions Steering Committee to allocate students to schools that are lacking in enrollment quotas appropriately," said Mr. Minh.

7 criteria for admission to grade 1 in Nha Trang

Nha Trang City Department of Education and Training has proposed 7 criteria for admission to grade 1 of the new school year as follows:

- Category 1: Children who are martyrs' children, orphans of both parents, living and permanently residing with relatives (grandparents, uncles, aunts, etc.); Children with disabilities (who can study integration) living permanently (temporarily) with their parents in the locality; Children whose father or mother is working on Truong Sa islands, living permanently with their mother or father and living locally.

- Category 2: Children born in the locality, permanently residing with their parents and actually residing in the locality; Children born in the locality, permanently residing with their father or mother and actually residing in the locality.

- Category 3: Children born in the locality, only permanently residing with the father or mother and actually living in the locality.

- Category 4: Children not born in the locality but permanently residing with their parents and actually residing in the locality; Children not born in the locality but permanently residing with their father or mother and actually residing in the locality.

- Category 5: Children whose parents have just bought a house (with documents proving ownership) in the year of admission, and are actually residing in the locality (including permanent or temporary residence).

- Category 6: Children temporarily residing in the locality with their parents; father or mother (must have temporary residence registration, confirmation from the locality about fulfilling the obligations of citizens...).

- Area 7 is other cases.
