In the 2024-2025 school year, Ho Chi Minh City has 6 junior high schools enrolling students in grade 6 based on student capacity surveys. Overall, after the first year of expanding enrollment based on surveys, the quality of student input has improved, but there are still cases of "fake" admissions, causing difficulties for school organization.
Advanced Field Attraction
Hoc Mon District and District 7 are the two localities that for the first time organized admission to grade 6 by surveying students' abilities at secondary schools following advanced and internationally integrated models. Of which, Nguyen An Khuong Secondary School (Hoc Mon District) has more than 700 applications, compared to the total enrollment target for grade 6 of this school of 245 students, the "competition" ratio is 1/2.9 students.
Similarly, Nguyen Huu Tho Secondary School (District 7) received more than 1,600 applications, compared to a total of 500 enrollment targets for grade 6, the "competition" ratio was 1/3.2. After the enrollment results were announced, Nguyen An Khuong Secondary School did not conduct a second round of additional enrollment because it had received enough allocated enrollment targets, while Nguyen Huu Tho Secondary School conducted a second round of additional enrollment for students with a total survey score of 47 points or higher - 3.5 points lower than the benchmark score announced in the first round. Similarly, Thu Duc City announced a second round of additional enrollment for grade 6 at Tran Quoc Toan 1 Secondary School because it had not received enough allocated enrollment targets.
Head of the Department of Education and Training of Thu Duc City Nguyen Thai Vinh Nguyen informed that based on the actual enrollment situation of students, the locality decided to conduct a second round of additional admission to grade 6 at Tran Quoc Toan 1 Secondary School for students with a total survey score of 57 points or higher - 2.25 points lower than the standard score in the first round of admission. Meanwhile, two other secondary schools also enrolling students in grade 6 based on student capacity survey this school year, Hoa Lu Secondary School and Binh Tho Secondary School (Thu Duc City), did not conduct a second round of additional admission because they had received enough students. Explaining the reason why Tran Quoc Toan 1 Secondary School conducted a second round of additional admission, the principal of a primary school in Thu Duc City said that many students who were admitted to grade 6 at Tran Quoc Toan 1 Secondary School did not submit their admission applications because they were also admitted to grade 6 at Tran Dai Nghia Secondary School - High School (District 1).
This situation has not only appeared in this year's admissions but has also occurred since the previous school year, as many families want their children to have a place at a school with a long tradition of excellent teaching in the city center. In contrast to the suburban areas, Tran Dai Nghia Secondary and High School (District 1) in its first year of enrolling students for grade 6 after implementing the school establishment project - separated from Tran Dai Nghia Specialized High School - still maintained its enrollment attraction with more than 4,300 candidates participating in the survey. Compared to the total enrollment target for grade 6 of this school in the 2024-2025 school year of 350 students, the "competition" ratio is 1/12.28 students. This is the highest "competition" ratio ever, including the enrollment period for grade 6.
Reducing pressure on admission to "hot" schools
According to Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, the expansion of enrollment in grade 6 by means of student capacity survey at schools following advanced models and international integration aims to reduce enrollment pressure when parents' registration needs exceed the school's capacity; at the same time, creating more opportunities for students and parents to choose a learning environment that suits their abilities and family conditions. In particular, the fact that localities are given the right to organize the survey (including regulations on enrollment time, organization method, content and level of differentiation of the survey) helps districts, towns and Thu Duc City to be more proactive in organizing, thereby improving enrollment efficiency.
Sharing the same view, Nguyen Thai Vinh Nguyen, Head of the Department of Education and Training of Thu Duc City, said that admission based on student capacity survey helps improve the quality of student input, ensures fairness and objectivity, and at the same time creates conditions for students to access advanced school models compared to admission based on local zoning. However, besides the positive impacts, the head of the Department of Education and Training of a district in the city center said that to organize the survey, the locality must prepare many things, from organization costs, human resources to the question bank of exam questions...
Therefore, to improve enrollment efficiency, including reducing the number of "fake" applications, the head of the Department of Education and Training proposed that schools organize surveys on the same day or consider the option of Tran Dai Nghia Secondary and High School (the only unit recruiting students for grade 6 under the Department of Education and Training of Ho Chi Minh City) organizing early surveys from mid-June. In addition, localities should be given the right to decide on the type of school that recruits students based on their ability to test their applications depending on the actual situation, in order to reduce the pressure of recruiting students to "hot" schools.
