On the afternoon of November 16, Prime Minister Pham Minh Chinh attended the 2023 opening ceremony of Ho Chi Minh City National University with the theme "Highereducation and its role in creating momentum for rapid and sustainable growth for the country in the new period".

Speaking at the ceremony, the Prime Minister emphasized that over the years, our Party and State have identified developing and improving the quality of human resources, especially high-quality human resources, as one of the decisive factors for the country's rapid and sustainable development.

According to the head of the Government, this is a strategic breakthrough, a decisive factor in promoting the development and application of science and technology, restructuring the economy, transforming the growth model and is the most important competitive advantage, ensuring rapid and sustainable development.

The Prime Minister acknowledged that the context and development of higher education in the world brings many opportunities and chances but also creates many new difficulties and challenges for Vietnamese higher education.

" With the view that education and training are the top national policy, in recent years, our Party and State have always paid special attention to developing education and training in general and higher education in particular. Many mechanisms and policies have been issued and effectively implemented, bringing about positive results, contributing significantly to the process of socio-economic development and promoting economic growth of the country, " the Prime Minister stated.

Prime Minister Pham Minh Chinh said that Vietnam’s higher education is promoting international cooperation, creating more and more opportunities for students and lecturers to access international knowledge and experience; at the same time, enhancing scientific and technological research and innovation.

On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and commended the efforts and positive results that generations of leaders, cadres, scientists, lecturers, workers, students and pupils of Ho Chi Minh City National University have achieved in 28 years of construction and development, fulfilling the mission of being the locomotive and core for the Southern and national university education system, effectively serving the cause of innovation and national development.

Sharing with students, the Prime Minister affirmed that the Party and State always pay attention to and create the best conditions for them to study, practice, research and create; equipping them with the most complete provisions to enter life and become global citizens.

Recalling the saying of President Ho Chi Minh during his lifetime: "Youth is the future master of the country... The country's prosperity or decline, weakness or strength depends largely on the youth", the Prime Minister said that with aspirations and enthusiasm for dedication, students need to strongly promote the pioneering tradition in learning, scientific research and innovation, contributing to realizing the aspiration of building a prosperous and happy country.

The Head of Government hopes that students of Ho Chi Minh City National University need to be proactive and active in self-study, self-research, exploration, creativity, and improving personal capacity; set clear study and research goals, develop self-study ability, and improve professional capacity.

According to the Prime Minister, young people must have ideals, ambitions, dreams, aspirations, must be committed, dare to think, dare to speak, dare to do, must experience and contribute. Therefore, students need to actively participate in social and volunteer activities, participate in projects and programs related to community development, especially helping the disadvantaged.

The Prime Minister also hopes that students will boldly contribute their opinions in policy making and decision-making by authorities at all levels; and actively participate in discussion forums, meetings and political, economic and social events.

" With the thousand-year tradition of civilization, bravery and heroism of our nation; with a young generation full of enthusiasm, dynamism, creativity, many dreams and energy like the faces I met today, I believe that the passions, dreams, ambitions and aspirations of the youth will continue to be nurtured, take flight and become reality, contributing to building an increasingly powerful and prosperous Vietnam, and the Vietnamese people will become more and more prosperous and happy ," the Prime Minister said.
