(GLO)- Before 1995, in Gia Lai, there was a forestry economic unit, the Kon Ha Nung Forestry-Agriculture-Industry Union (Kbang district). In the nearly 20-year history of the Union, what perhaps not many people know is that the Soviet Union once had a plan for comprehensive forestry cooperation with this unit.

In the context at that time, after the country's reunification, in compliance with the directive of the Politburo and the Central Military Commission on transferring military forces to economic tasks, on December 2, 1976, Group 332 was established with a force equivalent to 1 division. The Kon Ha Nung area of Gia Lai-Kon Tum province was then assigned to Group 332 to manage and build into a central state-owned forestry economic zone. At the end of 1979, with the decision to establish forestry-industrial unions under the Ministry of Forestry - an economic model being applied in the Soviet Union by the Council of Ministers, Group 332 was renamed Kon Ha Nung Forestry-Agricultural-Industrial Union.

To realize the goal of building Kon Ha Nung into “a modern forestry-agricultural-industrial economic model, a bustling socio-economic zone”, hundreds of engineers, intermediate technicians and leading scientists of the forestry sector at that time were added to the Union. In particular, around 1978, up to 2,000 laborers and technical workers from Hai Hung province (old) were added, bringing the number of cadres, civil servants and workers of the entire Union to 100,000 people.

On November 3, 1978, in Moscow, Vietnam and the Soviet Union signed the Treaty of Friendship and Cooperation. After the Treaty was signed, under the direction of the Ministry of Forestry, Kon Ha Nung Union was the only forestry economic unit chosen to implement the cooperation. In addition to the reason that the unit has a strong production force, Kon Ha Nung plateau is a place that contains rich forestry resources.

At the end of 1979, a delegation of Soviet experts officially visited and worked with the Union to discuss the implementation of the cooperation program to build the Kon Ha Nung Forestry-Industrial Economic Zone. Mr. Nguyen Vinh Mau - former Chairman of the Kon Ha Nung Union - recalled: The news that the Union was selected to cooperate with the Soviet Union made all cadres, civil servants and workers extremely excited. In the difficult context at that time, everyone hoped that this cooperation would be an opportunity to bring changes to life.

To ensure that the experts could work with peace of mind, the Union tried to create the best living and eating environment for them within its capacity at that time. In Buon Luoi (So Pai commune), 3 rows of houses were built with air conditioning (a rarity at that time) and generators to provide electricity as private accommodation for the experts. The chefs and waiters were carefully selected by the Union.

After the first delegation of experts visited and worked, three other delegations were sent by the Soviet Union to carry out the work. In Kon Ha Nung, the experts conducted research on the characteristics of tropical forests in the area, assessed the forest resource reserves, and coordinated the development of production plans.

Although the agreement has not been signed in writing, the general direction is that the Soviet Union will invest comprehensively in machinery and materials to build closed-loop, modern wood and forest product processing factories to make full use of raw materials and create a variety of products for export. The Soviet Union will also help build a tropical forest animal and plant scientific research facility in Kon Ha Nung to preserve and regenerate natural resources.

Unfortunately, while things were moving forward, the situation in the socialist countries in Eastern Europe became complicated. The political situation in the Soviet Union also began to be chaotic. In that context, the expert team had to withdraw. A scientific-economic cooperation program that had been initiated with so much faith and hope had to be abandoned.
