To proactively arrange and reorganize cadres and civil servants after the merger, Tu Ky district has directed the communes subject to the arrangement to closely coordinate with the District Party Committee's Organization Board and the Department of Internal Affairs to review and re-evaluate the entire quantity and quality of cadres and civil servants. The district has 6 communes subject to the arrangement in the 2023-2025 period, including Cong Lac, Phuong Ky, Quang Nghiep, Dan Chu, Ngoc Ky and Tai Son. These communes have 56 cadres and 50 civil servants. Based on the decrees and instructions from the superiors, Tu Ky district plans to arrange 79 cadres and civil servants in the new administrative units. Tu Ky district has 6 cadres and civil servants who wish to resign, and 3 chief cadres who wish to transfer to deputy positions.

According to the project to reorganize commune-level administrative units in the period of 2023 - 2025 of Tu Ky district, Dan Chu commune will merge with Quang Nghiep commune to establish a new administrative unit, Dan An. Currently, Dan Chu commune has 19 cadres and civil servants (10 cadres, 9 civil servants). Determining that the reorganization of administrative units is an important opportunity to consolidate, reorganize and assign cadres and civil servants, the commune has proactively reviewed the entire number of cadres and civil servants according to the instructions of the superiors. The commune has 5 cadres and civil servants who are old enough to retire according to Resolution 29/2023 of the National Assembly Standing Committee and instructions, and these cases also wish to resign. In addition, there is 1 civil servant born in 1967 but has not worked long enough and wishes to continue working until he is old enough. Most cadres and civil servants who are no longer old enough to be re-elected or have little working time left are ready to resign. Mr. Pham Hong Duan, Vice Chairman of the People's Council of Dan Chu Commune, is one of five cadres and civil servants who wish to retire early. He said that after studying the regulations and policies on supporting cadres, civil servants, and non-professional workers who are redundant after the merger, he believes that the support policy for those who retire early is very satisfactory. Although he still has nearly 4 years to go before retirement age, he voluntarily applied to retire.

In the period of 2023 - 2025, Nam Sach district has 8 units subject to rearrangement including Nam Trung, Nam Chinh, An Lam, Phu Dien, Quoc Tuan, Thanh Quang, Nam Hong and Nam Sach town. These units currently have 74 cadres and 62 civil servants. The number of redundant cadres and civil servants after the rearrangement is 51 people. From now until the end of 2024, in the units subject to rearrangement of Nam Sach district, there are 7 people reaching retirement age and 11 people wishing to retire or retire early. At the supervision session of the Provincial People's Council's Legal Committee for Nam Sach district on the implementation of the Project on rearranging commune-level administrative units in the period of 2023 - 2025, Mr. Dang Van Duy, Head of the District's Home Affairs Department, said that the district is currently short of 17 civil servant positions in communes not subject to this rearrangement. Therefore, the number of redundant civil servants after the arrangement will be mobilized and arranged by the district to work in other communes in the area.

Ninh Hai Commune (Ninh Giang) currently has 15 cadres and civil servants, lacking 5 cadres and civil servants, so the arrangement of cadres and civil servants after the merger for the locality is quite favorable.

According to Ninh Giang District Party Secretary Pham Van Khanh, the district has 143 cadres and civil servants in the merged units, of which 63 are redundant; 77 are part-time workers, and 29 are redundant. Thanks to appropriate mechanisms and policies, cadres and civil servants have high consensus. In the reorganized units, some comrades have expressed their wish to resign and reduce staff; some comrades are expected to be transferred to the district; the redundant civil servants will be transferred to communes that are currently lacking. For cadres and civil servants who wish to resign, units and agencies are stepping up propaganda and mobilization, and at the same time proactively developing policy support plans for each case according to regulations. The district's viewpoint is to ensure maximum benefits for cadres, civil servants, and part-time workers who are redundant after the merger.

In the period 2023 - 2025, Hai Duong province will rearrange 57 administrative units. After the rearrangement, the whole province will have a surplus of about 600 cadres, civil servants and non-professional workers. In order to promptly support cases of redundancy after the merger, along with the general support level according to regulations, the People's Council of Hai Duong province has issued Resolution 25/2023/NQ-HDND stipulating support policies for commune-level cadres, civil servants and non-professional workers at the commune level who retire early or quit their jobs due to redundancy when rearranging commune-level administrative units in the period of 2023 - 2025. The notable point of the resolution is that the average support level for redundancy cases is 48 million VND/person, an increase of nearly 85% compared to the support level when rearranging commune-level administrative units in the period of 2019 - 2021. The resolution also clearly stipulates the applicable subjects, support levels... This will be the basis and basis for localities to deploy and effectively implement the settlement of support policies, creating high consensus and unanimity in implementing the Project on rearranging commune-level administrative units in the period of 2023 - 2025. 2025.
