According to the above document, Nghe An Provincial People's Committee assigned the Southeast Economic Zone Management Board to advise the Chairman of the Provincial People's Committee to approve internal procedures and electronic procedures for 2 administrative procedures, restructure the procedures, and develop electronic administrative procedure records.
Accordingly, the Southeast Economic Zone Management Board has the authority to handle two commercial procedures: supporting shipping lines transporting international and domestic containers to and from Cua Lo Port and supporting enterprises with exported or imported goods transported by container to and from Cua Lo Port (Nghe An) according to Resolution No. 03/2023/HDND dated July 7, 2023 of the Provincial People's Council stipulating policies to support shipping lines transporting international and domestic containers, supporting enterprises with exported or imported goods transported by container to and from Cua Lo Port, Nghe An.
Specifically, the Southeast Economic Zone Management Board is responsible for handling administrative procedures in the following commercial fields:
Support shipping lines to transport international and domestic containers to and from Cua Lo Port.
Procedure: After the shipping lines have prepared a complete set of documents as prescribed and submitted them to the Provincial Public Administration Service Center, within 7 working days from the date of receiving the complete documents, the Southeast Economic Zone Management Board will consult with relevant parties and decide to pay support funds to the shipping lines. In case the conditions for support are not met, the Southeast Economic Zone Management Board will notify the shipping lines in writing and state the reasons.

How to proceed: Shipping companies submit their applications directly or via postal service to the Provincial Public Administration Service Center at No. 16, Truong Thi Street (Vinh City, Nghe An) or submit their applications via online public services on the administrative procedure settlement information system at: https://dichvucong.nghean.gov. After completing the procedures, shipping companies receive support funds via bank accounts.
The components and quantity of the dossier include: The shipping company's request for support, a list of the number of container ships arriving and departing from Cua Lo Port, confirmed by the port operator; if it is a foreign shipping company, there must be a written authorization for the branch or agent in Vietnam to receive the support funds. The processing time is 7 working days from the date of receipt of a complete and valid dossier (excluding the time for consulting with relevant agencies), the Southeast Economic Zone Management Board will consider and resolve the payment.
Requirements and conditions: For international container shipping lines, they must be licensed to operate container transportation business according to regulations, unloading or loading or both unloading and loading at Cua Lo Port. For domestic container shipping lines (including transshipment to international ships), the shipping line must be licensed to operate business according to regulations, unloading or loading or both unloading and loading at Cua Lo Port with a minimum frequency of 2 port calls/month, each month from the first day of the month to the last day of the month. Unloading or loading or both unloading and loading is counted as 1 port call.
Support for businesses with exported or imported goods transported by container to and from Cua Lo Port is carried out according to the order, time limit and method of submitting documents, the request for support of businesses with goods is similar to the requirements for container shipping lines. However, note the difference that businesses with goods must have a customs-cleared export or import declaration opened at the customs office where the declaration is opened.

In this document, the Provincial People's Committee also clearly stipulates that container ships and enterprises transporting goods to and from Cua Lo Port as above do not have to pay any fees or charges. Enterprises and shipping lines only need to submit an application according to the prescribed forms to the Provincial Public Administration Service Center to transfer to the Southeast Economic Zone Management Board for consideration and resolution.
The Decision takes effect from January 1, 2024 to December 31, 2025.
