On May 8, at the explanation session of the National Assembly's Judiciary Committee, Deputy Minister of Information and Communications Nguyen Thanh Lam said that by the end of this year at the latest, there will be a new decree requiring social network account owners to identify themselves.
All social media account owners, whether individuals or organizations, will have to identify themselves. This will apply to social networks such as Facebook, Youtube, Tiktok... Unnamed social media accounts will be blocked and handled at different levels.
Requiring identification of social network accounts is considered a necessary action to create a clean and transparent cyberspace; regulations apply to both cross-border social networks and foreign OTT applications. If these applications and platforms do not meet identification requirements, they will be blocked and processed.
It can be said that social networks in the digital age are considered powerful "weapons". Users sometimes feel like they are surrounded and suffocated in a "sea" of information, especially when fake news is rampant. Meanwhile, not everyone has the ability to filter information and knows how to use social networks safely and intelligently.
In particular, the form of livestreaming (live broadcasting) is increasingly developing on social networking platforms. It is not uncommon to "expose" this person or that person, especially famous people. This phenomenon occurs frequently, leading to many consequences.
The widespread dissemination of fake news and false information on cyberspace has directly or indirectly affected the perception, thinking and behavior of users. To be more precise, the indiscriminate dissemination of fake news has had and is having a significant impact on the psychology and social life of people, especially young people.
To "attract" traffic and increase interactions, many people are willing to post videos of unknown origin, conveying images that are harmful to young people. It is not difficult to see videos of school violence, students stripping off their friends' shirts to fight over jealousy... These videos can very well influence the thinking and distort the actions of young people.
Not only that, many clips are edited and staged about jealousy, about contempt for classmates, to increase comments, attract debate and increase interaction. Such negative and harmful tricks will penetrate children's thinking, negatively affect them and leave unpredictable consequences.
Many people have illusions about power, regardless of the provisions of the law. They are willing to spread false news, create incidents, and create hot news to attract views and likes. Not only that, even if it is a sad story like a child committing suicide, many "keyboard warriors" try to comment, analyze the cause and blame adults. Many people spread the video regardless of the pain of that family.
Or a teacher in a moment of anger has acted or said something out of control to a student. When the incident is posted on social media, regardless of right or wrong, a series of insulting comments about that teacher will cause the person involved to be crushed, making it difficult for them to continue teaching after the incident.
Many criticisms were directed at the teacher, even at his relatives, creating a distorted public opinion. Even just a few words on social media can cause many people, many families to suffer, even break up. Many people were hurt just because of the so-called “power of social media”.
From that reality, many experts also spoke up about the need for sanctions to handle violations. But the important issue is that media workers and social network participants themselves need to have a conscience. Because even just one news line or comment from each person can affect a business, many workers, the honor, dignity and life of others.
The Ministry of Information and Communications has decided to issue a "Code of Conduct on Social Networks" stipulating many specific and detailed contents on behavioral conduct as well as ethical and cultural standards on cyberspace, and recommendations for organizations, individuals, and social network service providers.
However, it is important to create awareness for social network users. Raise the social responsibility of each person in using the network. Think, do not rush, do not let a comment, a sentence of yours harm, affect, even "kill" the whole life, harm the whole personality of another person.
To clean up cyberspace, it is necessary for the authorities to be more forceful and handle the situation more strictly. At the same time, it is still necessary for parents and teachers to join hands and take responsibility in educating their children. There needs to be more lessons on how to behave and handle information on the internet. How to make children brave and confident in selecting information, so as not to fall into cheap tricks to get likes.
Cleaning up the internet environment is a legitimate demand of society. The public hopes that there will be no more "dirty" advertisements, no more situations where customers fall into traps, and because of trust, buy poor quality pills and products.
With the strong development of technology, it can be said that social networks are no longer virtual. Therefore, identifying digital accounts is very necessary. Thereby, contributing to raising awareness and responsibility of each individual when participating in social networks, limiting the phenomenon of fraud, fake news, and toxic news spreading on the Internet.
