Prosecution of 3 subjects participating in the organization 'Vietnam Bronze Drum Original Energy'

On November 10, Hai Duong Provincial Police informed about the organization “Vietnam Bronze Drum Original Energy” abbreviated as NLG or NLG Energy University. Based on the collected documents, on September 23, the Investigation Police Agency of Hai Duong Provincial Police completed the investigation conclusion, transferred the case to Hai Duong Provincial People's Procuracy to prosecute 3 defendants who are key members of NLG for the crime of “Illegal provision of information on computer networks and telecommunications networks”.

Fraudulent tricks of the organization "Vietnam Bronze Drum Original Energy"

Previously, through the work of grasping the situation, the Department of Internal Security, Hai Duong Provincial Police discovered unusual signs in the activities of the organization "Vietnam Bronze Drum Original Energy" in Hai Duong.

A Facebook page of the organization "Vietnam Bronze Drum Original Energy" was created by the subjects.

Following the direction of the Hai Duong Provincial Police Department, officers from the Internal Security Department took action to gather information. The verification process determined that NLG was founded in the US by Le Van Phuc, an American citizen, born on August 15, 1956, from Nhon Trach District (Dong Nai).

According to his theory, Phuc believes that in the universe there is an energy source called "original energy". If humans receive it, it will upgrade the frequency of brain activity, stimulate stem cell activity, help improve physical and mental health and solve problems related to health, food, poverty, war, etc.

Phuc also believes that he is the one chosen by “Mr. NLG” to receive that energy source to spread to the Vietnamese people and humanity. Anyone who wants to receive the energy source must attend 5 levels of classes and specialized courses taught by Phuc directly or online.

To bring NLG into Vietnam, Phuc and his accomplices used many sophisticated methods and tricks to attract participants such as connecting and contacting some domestic units to introduce, research, and organize the reception of 5 NLG classes. For grades 1, 2, and 3, followers receive online by looking at Phuc's forehead through a phone screen or other recording devices. For grades 4 and 5, followers receive directly from Phuc in classes abroad.

Phuc established front companies; created websites, fanpages, Zalo, Telegram, YouTube groups...; printed and distributed documents and items about NLG to propagate and attract participants; established Representative Boards and Service Boards to manage activities in Vietnam; organized for followers to go abroad to directly attend classes.

In online lecture videos and propaganda materials, Phuc also shares and mentions superstitious information: there is an invisible spiritual world that accompanies each person's life; spiritual forces have karma, karmic consequences, illness, poverty, war...

Phuc even blatantly distorted the achievements of generations of Vietnamese people in the struggle to protect the Fatherland. Phuc believed that the wars in Vietnam were the fault of our ancestors. He also spread reactionary ideas to students such as: Insulting the national flag, claiming that "the star on the Vietnamese national flag must be changed for the country to prosper"; brazenly turning the five-pointed star upside down and printing it on the NLG logo...

A textbook of NLG by Le Van Phuc was seized by the Internal Security Department of Hai Duong Provincial Police.

Strictly handle key subjects

In Hai Duong, NLG appeared at the end of 2020. The subjects set up 8 Zalo groups with about 5,000 members, 1 YouTube channel with over 34,000 subscribers, 1 Facebook group with over 16,000 members to spread information about NLG. At the same time, the subjects guided, supported the collection and payment of tuition fees on behalf of participants, announced departure times, and arranged transportation.

NLG activities in Hai Duong pose many complex security and order issues, such as the number of NLG followers is relatively large, appearing in districts, towns, and cities; the participants are mainly middle-aged, elderly, and people with health problems; the core, active members of NLG in Hai Duong have used personal pages, groups, and channels on social networks such as Facebook, Zalo, Youtube, Telegram, etc. to propagate and attract NLG followers - an officer of the Internal Security Department, Hai Duong Provincial Police said.

Not stopping there, there are many propaganda contents of superstitious and untrue nature that make many people misunderstand and believe that practicing NLG, receiving NLG transmitted by Le Van Phuc will cure many diseases for people, including serious diseases such as cancer, cirrhosis... Although the information is nonsense, superstitious, and untrue, NLG still makes many people misunderstand and believe that practicing NLG transmitted by Le Van Phuc will cure diseases, including cancer. Many people pay money for NLG activities, go abroad to attend direct classes in Thailand, Malaysia, and the US.

Initial results determined that 96 people in Hai Duong had paid 2.5 billion VND to the subjects.

Based on the information collected, the Department of Homeland Security determined that NLG took advantage of psychological effects, therapy, and beliefs; took advantage of the philosophies and teachings of some religions and folk beliefs to force participants to believe in what the group propagated. Many patients developed the mentality that they did not need to go to a medical facility for treatment or had passed the "golden time" for treatment...

Based on the collected documents, on May 3, the Investigation Police Agency of Hai Duong Province Police issued a decision to prosecute the case, prosecute the accused, and execute an order to temporarily detain 3 key NLG subjects according to Article 288 of the 2015 Penal Code.

During the investigation, on September 23, the Investigation Police Agency concluded the investigation and issued Conclusion No. 64/KLĐT-VPCQCSĐT requesting the Provincial People's Procuracy to prosecute the above 3 defendants for the crime of "Illegal provision of information on computer networks and telecommunications networks" under Clause 2, Article 288 of the Penal Code.

Not stopping there, from the investigation results of Hai Duong Provincial Police, Ministry of Health, Government Committee for Religious Affairs and a number of functional agencies, it was concluded that the actions of Le Van Phuc and NLG violated the law.

Currently, Hai Duong Provincial Police are consolidating evidence to handle related subjects.

According to the leader of the Internal Security Department of Hai Duong Province Police, the method of the group "Vietnamese Bronze Drum Original Energy" is to take advantage of effects, psychological therapy, and beliefs; to take advantage of the philosophies and teachings of some religions and folk beliefs to force participants to believe in what the group propagates; this group often uses concepts such as "healing" and "support" to avoid legal regulations on medical examination and treatment.

The consequences of NLG propaganda cause patients to develop a mentality of not needing to go to medical facilities for treatment or to miss the golden time for treatment; seriously affecting the reputation and honor of medical facilities; affecting the spiritual and religious life of a part of the population; causing psychological confusion, affecting health and happy family life.

Hai Duong Provincial Police advise people to be vigilant against the activities of NLG and other organizations with signs of heresy; promptly report when discovering acts of taking advantage of freedom of belief to commit fraud and violate the law.
