School mobilizes parents to donate air conditioners and grass fields: Plan approved

The incident of Ngo Thi Nham Primary School mobilizing parents of grade 1 to donate 10 air conditioners and parents of the whole school to donate an artificial turf field with a total value of nearly 270 million VND is causing a stir on social networks.

The reflection originated from an article written by a parent whose child is a first grader at this school. According to the parent’s article, the school has called for contributions of 300,000 VND/first grader to buy 10 air conditioners worth about 100 million VND and 100,000 VND/student for the whole school to build an artificial turf field worth about 168 million VND.

The money to buy air conditioner is paid in the first installment and the money to build artificial turf is paid in the second installment.

Responding to Dan Tri reporter, Ms. Hoang Thi Thu Ha - Principal of Ngo Thi Nham Primary School - confirmed that the school had mobilized parents to donate facilities, but the amount of money contributed and divided equally among students as parents reported was incorrect.

Ms. Ha said that since August, the school has had a plan to implement socialized education in 2024-2025, which has been approved in principle by the People's Committee of Ta Thanh Oai commune and approved by the Department of Education and Training of Thanh Tri district.

This plan clearly states the purpose of mobilization is to renovate and supplement school facilities to meet the learning and comprehensive development needs of students.

The fundraising target is divided into two groups. The group sponsoring the air conditioner is the parents of grade 1 of the school. The group sponsoring the artificial turf is the parents of the whole school.

The sponsorship is in kind. The sponsor will transfer to the school 10 air conditioners worth about 100 million VND and 1 artificial turf field worth about 200 million VND.

"We publicly posted this plan on the school's website, then discussed it and asked for parents' opinions in meetings between the school and parent representatives of each class.

The school raises in-kind donations rather than cash, so it does not make a mandatory per capita contribution.

Minutes of the meeting on September 15 recorded that 100% of parent representatives agreed with the plan.

However, on the evening of September 15, a homeroom teacher of grade 1 received a message from a parent who disagreed with the socialization plan. Therefore, we have temporarily suspended the plan.

We have not implemented the plan, that is, we have not installed air conditioners for first grade classrooms and have not built artificial turf.

The school does not collect any money from parents to serve this plan," said Ms. Ha.

Mr. Pham Van Ngát - Head of the Department of Education and Training of Thanh Tri district - affirmed to Dan Tri reporter: "The policy of socializing education is a necessary and meaningful task, but how to do it will need to be reconsidered.

However, through discussions with the school, I learned that the school is still asking for opinions from parents and has not yet implemented this plan."

Mr. Ngát also added that when issuing the socialization plan, Ngo Thi Nham Primary School asked for opinions from the Department of Education and Training of Thanh Tri district, the People's Committee of Ta Thanh Oai commune, following the instructions of Circular 16 of the Ministry of Education and Training and Official Dispatch 2999 of the Hanoi Department of Education and Training on instructions to strengthen the management of revenue and expenditure for the 2024-2025 school year.

Also regarding the parents' feedback about the homeroom teacher assigning parents to come to school to clean up after their children at 5:00 p.m., Ms. Ha said this is not allowed.

"At the beginning of each school year, the school thoroughly informs homeroom teachers of each class about maintaining students' cleaning routine.

It is absolutely not advisable for parents to agree to hire someone to clean the classroom so that students do not have to do it or to come to school to clean the classroom instead of their children.

Upon receiving feedback from parents about this, the school worked with both the homeroom teacher and the parents, strictly reminding them to avoid a recurrence.

Also from this incident, the school requires that 100% of classes are not allowed to hire people to clean the classrooms or let parents do it for them.

The school hopes that parents will support and cooperate to educate their children to love work, maintain hygiene and practice discipline through school rules.

Parents can rest assured that first graders can do small tasks like wiping the board, sweeping the floor, watering plants, and cleaning up trash under the guidance of teachers," said Ms. Ha.

Circular 16 of the Ministry of Education and Training on Regulations on funding for educational institutions in the national education system encourages organizations and individuals to sponsor and support the development of education, improve school facilities, support teaching and learning activities, and educational activities at educational institutions.

The Circular also clearly states the contents of mobilizing and receiving sponsorship, including:

Providing equipment and supplies for teaching and learning; equipment for scientific research; renovating, repairing, and constructing construction items serving educational activities at educational institutions.

Support education, training and scientific research activities in educational institutions.

The school does not solicit sponsorship to pay for teaching fees; expenses directly related to managers, teachers, lecturers and staff, security and protection activities; fees for looking after students' vehicles; fees for maintaining classroom and school hygiene; rewards for managers, teachers and staff; costs to support the management of educational institutions.
