School not licensed
Saigon Star International School (Thu Duc City, Ho Chi Minh City) had to stop operating and find a new facility because the land where it is operating was forcibly acquired. This made parents very worried because they had paid a large amount of tuition.
At the regular press conference on the socio-economic situation on the afternoon of December 26, a representative of the Department of Education and Training of Ho Chi Minh City answered questions from the press about the fact that Saigon Star International School is not on the list of non-public schools managed by the Department but has existed for many years.

The Department of Education and Training said that the school was permitted to be established by the People's Committee of District 2 (old) on January 8, 2014 and was permitted to operate by the Department of Education and Training of District 2, with an operating period from April 1, 2015 to March 31, 2020.
After the Covid-19 pandemic, the unit had a legal dispute over land, so the Department did not consider granting a decision to allow educational activities. On October 24, 2023, the Department issued a document allowing the operation of Saigon Star International School to continue, in order to ensure the rights of children and students studying and stabilize the school's operations.
The Department allows this school to maintain its operations at residential area number 5 from the date of issuance of the document until July 31, 2025. At the same time, the school is required not to recruit new children and students....
The Department of Education and Training confirmed that up to now, Saigon Star International School has not been granted permission to operate education by the issuing unit. Therefore, the school is not on the list of non-public schools licensed by the Department.
Uncoordinated school
Providing more information about the working process with representatives of this school, the Department of Education and Training of Ho Chi Minh City said that 2 months ago, the unit organized a team to suddenly inspect the actual operation of the school.
The Department Inspectorate has sent an invitation to the school's legal representative to work and handle violations according to regulations. However, after 4 invitations (November and December 2024), the school's legal representative has not shown a spirit of cooperation. Therefore, at the working session, the Department Inspectorate was unable to establish a record of administrative violations.
"The Department Inspectorate is temporarily suspending the handling of administrative violations and requiring the unit to send a legal representative to work in accordance with regulations," the Department of Education and Training informed.
The Department of Education and Training added that, as soon as it received information that the land of Saigon Star International School was being forcibly seized, the unit proactively invited representatives of the Thu Duc City Civil Judgment Enforcement Office to work.
The departments under the Department have discussed the difficulties for students and parents if the judgment is enforced in December 2024. This unit hopes that the Judgment Enforcement Office will create conditions for the school and the bank asset exploitation side to reach an agreement to implement it by the end of the 2024-2025 school year. However, the Thu Duc City Civil Judgment Enforcement Office has sent a document requesting a plan to arrange students to enforce the return of assets.
After that, the Department of Education and Training of Ho Chi Minh City requested Saigon Star International Company Limited and Saigon Star International School to stop all school activities at residential area No. 5 (land plot No. 94, 811, map sheet No. 20, 31, 32, Thanh My Loi ward, Thu Duc city), and coordinate with relevant agencies to execute the judgment according to the law.
At the same time, the school has plans to facilitate the transfer of students to other schools, ensuring the right to education for children, students and workers.
