What criteria must vocational schools meet to be quality accredited?

The Ministry of Labor, Invalids and Social Affairs has just issued a draft circular stipulating criteria and standards for quality assessment for vocational schools including colleges, intermediate schools, and vocational education centers, replacing Circular No. 15 of 2017.

Here, most of the criteria and standards for accreditation of training institutions and training programs are still inherited from Circular No. 15, only rearranged and adjusted in some points to suit reality and increase requirements to improve quality assurance conditions.

Training facilities and equipment are one of the quality assessment criteria.

Specifically, in the old regulation, there were 9 criteria for assessing vocational training institutions, but the new draft circular has removed the criterion on "financial management", leaving 8 criteria including: mission, goals and management (5 standards); training activities (8 standards); teachers, managers, staff (7 standards); programs, textbooks (7 standards); training facilities and equipment (8 standards); scientific research and international cooperation (4 standards), learners and activities to support learners (5 standards); quality monitoring and assessment (6 standards).

According to previous regulations, the assessment score for each qualified standard was 1 point and the assessment score of each inspection criterion must be 60% of the standard score or higher to meet the quality inspection standards. The new draft circular increases it to 2 points and the assessment score of each inspection criterion must be greater than the total assessment score of the standards of that criterion by 60% to meet the quality inspection standards.

Regarding training program accreditation, the draft sets out 7 criteria, equivalent to the 7 criteria of the old regulation, including objectives and output standards of the training program; program content structure, training curriculum; training activities; teaching staff, managers and employees; learners and learner support activities; facilities, equipment, learning materials; quality monitoring and assessment.

The assessment score for each required standard is increased to 2.5 points instead of 2 points as before.

A training program is considered to meet quality accreditation standards when the total assessment score is 80 points or more and the assessment score of each criterion is greater than 60% of the total assessment score of the standards of that criterion.

In addition, some mandatory standards must be met (2.5 points) and not lower, such as the standard "training methods must be suitable for content, goals and output standards"; "teaching and learning activities must promote positivity, self-awareness, ability to work independently, self-study and research skills...

According to Mr. Nguyen Quang Viet, Director of the Department of Quality Assessment, General Department of Vocational Education, up to now, there have been 101 educational institutions accredited, of which 100 have passed. In addition, there are 124 training programs that have passed quality assessment.

The Ministry of Labor, Invalids and Social Affairs has also licensed four accreditation organizations, including Vietnam Education Accreditation and Consulting Joint Stock Company (HCMC), Institute of Training and Human Resources Development (Hanoi), Saigon Academy Company Limited (HCMC), and Center for Training Consulting Support and Community Human Resources Development (Hanoi).
