In the 2023-2024 school year, secondary school students do not have to pay tuition fees.

Tuition refund request before January 31

On January 8, the Department of Education and Training of Ho Chi Minh City issued instructions for schools to collect and use tuition fees for the 2023-2024 school year in accordance with Resolution 36 of the Ho Chi Minh City People's Council issued in December 2023. Accordingly, in the 2023-2024 school year, the city will apply a special policy to support tuition fees for preschool children, public secondary and high school students, and continuing education students studying at public and non-public educational institutions (excluding students studying at foreign-invested educational institutions).

In addition to keeping tuition fees stable for all levels from the 2019-2020 school year until now, in the 2023-2024 school year, Ho Chi Minh City will apply a policy of supporting 100% of tuition fees for secondary school students. Thus, along with primary school students who are exempted from tuition fees according to the state's universal education policy, secondary school students in Ho Chi Minh City will not have to pay tuition fees this school year.

However, previously, in October 2023, the Ho Chi Minh City People's Committee issued a directive allowing public schools to temporarily collect tuition fees for the first semester of the 2023-2024 school year at the level of the 2022-2023 school year. Therefore, secondary schools in group 1 in Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio districts have temporarily collected tuition fees of VND 30,000/student/month. And schools in group 2 in Thu Duc City, districts 1, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, and Binh Tan have temporarily collected VND 60,000/student/month.

Based on the above reality, Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, requested that secondary schools that have temporarily collected tuition fees refund students and must complete the refund before January 31.

Immediately after the directive on refunding temporarily collected tuition fees, secondary schools have planned to refund them in January 2024. Depending on the actual collection of each school, some secondary schools have collected tuition fees for 4 months of the 2023-2024 school year, but some schools have only collected tuition fees for 3 months, so based on the amount collected, schools will refund according to regulations.

Ms. Nguyen Doan Trang, Principal of Nguyen Du Secondary School (District 1), said that in the first semester, the school temporarily collected tuition fees for the three months of September, October and November 2023 from students. Thus, each student paid 180,000 VND in temporary tuition fees, so the school immediately deducted it from the tuition fees for January 2024. It is expected that on January 10, Nguyen Du Secondary School will issue a notice of collection and deduct the temporarily collected tuition fees.

Similarly, in Binh Tan District, the leader of Tan Tao Secondary School said that the school has planned to refund the first semester tuition fee that was temporarily collected from students according to regulations. Specifically, the principal of Tan Tao Secondary School informed that in the parent-teacher meeting scheduled to take place on January 21, the homeroom teachers of each class will refund the first semester tuition fee that was temporarily collected directly to each parent.

Mr. Nguyen Anh Tuan, Principal of Le Van Tam Secondary School (Binh Thanh District), also informed that after the Department of Education and Training issued instructions on refunding temporarily collected tuition fees, the Department of Education and Training of Binh Thanh District has deployed it to secondary schools. Secondary schools in the district will announce the policy of Ho Chi Minh City to support 100% of tuition fees for secondary school students at the first semester summary parent meeting held in the last week of January. Then, the first semester tuition fees that the school has temporarily collected in accordance with the city's regulations will be refunded directly to parents.
