Thu Dau Mot University will refund tuition fees to students after paying the budget.

After the press reported and the authorities directed, Thu Dau Mot University is considering a plan to refund the overcharged tuition fees to students. However, this will await the official resolution of the school board.

According to a press release from Thu Dau Mot University, in 2022, the State Audit will conduct an audit of the school's operations and conclude on the content of collecting tuition fees from students for practice credits.

Specifically, in the 2020-2021 and 2021-2022 school years, the school is not financially autonomous, operating expenses are subsidized by the budget, so the collection is in accordance with the provisions of Decree No. 86/2015/ND-CP of the Government stipulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and the policy of exempting and reducing tuition fees, supporting learning costs from the 2015-2016 school year to the 2020-2021 school year.

As for tuition fees for practical credits, the school determines them to be 1.5 times higher than theoretical credits to offset training costs, because practical training costs are higher than theoretical training.

To improve the quality of training, when teaching practice, the scale must be divided into 20-25 students/class, while the standard scale according to the Circular of the Ministry of Education and Training is 40 students/class and this scale is only suitable for theoretical learning. In addition, for practice credits, practice materials are consumed, while the tuition fee according to Decree 86 is only general.

Due to different understandings and applications of legal regulations on determining tuition fees for practice credits, the Audit requires the school to refund this collection to students (in case of failure to refund, it must be paid to the budget).

After the Audit conclusion on December 22, 2022, the school reviewed, evaluated and discussed solutions to implement the audit conclusion and found that this method of determining tuition fees only affects the tuition fees for practical courses.

In addition, the school trains in many majors and each training program and each subject has a different ratio of theoretical and practical credits. Moreover, the number of practical credits for each student is different according to the subject registration choice of the individual student. Reviewing the refund amount for each student is difficult and not on schedule according to the audit conclusion (the audit conclusion must be implemented before March 31, 2023).

Therefore, the school has paid the State budget according to the audit conclusion to ensure the correct schedule. After completing the audit conclusion, the school has a written report to the audit agency and professional agencies.

"The school continues to review, seek guidance from professional agencies, auditing agencies and seek direction from competent authorities to implement harmoniously, in accordance with regulations, and ensure the rights of students," the press release stated.

Thu Dau Mot University has many other violations.
