Commenting on this content, Head of the Delegation Affairs Committee Nguyen Thanh Hai said that in reality there are "many forms" so if listed, the behaviors that teachers are not allowed to do may be enough at the present time, but other behaviors may appear in the future.
Therefore, Ms. Hai suggested that this article should include scanning content, and assign the Government to specify details. That will be faster when amended and supplemented.
Ms. Hai expressed concern about the regulation that students must not be forced to participate in extra classes in any form, and that students must not be forced to pay money or materials outside of the provisions of the law.
She stated that the Ministry of Education and Training currently has regulations on extra teaching and learning, but perhaps the regulations are based on this law.
"I wish there were more clear regulations. Among them, the prohibited acts are forcing students to participate in extra classes in any form, so if it is voluntary, is it still okay?
However, I suggest that even if people volunteer, we should not collect money," Ms. Hai emphasized, saying that this is to handle and completely put an end to these disguised forms.
Ms. Hai further analyzed that in reality, it is difficult to force or not force. Because if we say no force, parents must write a voluntary application.
"The actual educational environment is very different. Students are young children, they may not want to go to school, but if they don't go to school, they may be discriminated against, especially at primary and secondary schools," Ms. Hai pointed out.
Ms. Hai agreed that if teachers teach their regular students through extra classes, there are also benefits when they understand the quality of the students and help them progress evenly.
But if students want to study more, they can register at the center. Teachers can register to teach there and fulfill financial obligations such as personal income tax... Students can also choose equally at training centers.

Explaining later about the content related to regulations on things that cannot be done, including the issue of extra teaching and learning, Minister of Education and Training Nguyen Kim Son said that currently the spirit of building the law does not go into too much detail.
"The guiding law should mainly include a few principles. If it goes into detail, it will be lengthy and may not cover everything.
We will review the comments, but more detailed content will be included in the regulations. For example, extra teaching and learning have a whole circular for just one thing. If we include details, it will be difficult to cover everything," Mr. Son added.
3 groups of students are allowed to attend extra classes at school without paying tuition
Previously, the Ministry of Education and Training issued Circular 29 on extra teaching and learning, effective from February 14.
Accordingly, it is not allowed to organize extra classes for primary school students. Teachers who are teaching at school are not allowed to organize extra classes outside of school to collect money from the students they are in charge of in class.
Three groups of students are allowed to attend extra classes at school without having to pay tuition fees: students whose academic results did not meet requirements in the previous semester; students selected by the school for advanced training; and senior students who voluntarily register to review for entrance exams or graduation according to the school's plan.
Organizations or individuals that organize extra teaching and learning activities outside of school that collect fees from students must register their business according to the provisions of law.
