The 8th Central Conference discussed the summary of 10 years of implementing the Central Resolution on a number of social policy issues for the 2012-2020 period.

According to the announcement of the Central Party Office, on October 5, continuing the 8th Central Conference, the Central Party Executive Committee worked in the hall.

Accordingly, the Central Committee discussed the summary of 10 years of implementing Resolution 15 dated June 10, 2012 of the 5th Central Conference, 11th tenure, on a number of social policy issues for the 2012-2020 period.

National Assembly Chairman Vuong Dinh Hue chaired the discussion on behalf of the Politburo.

In the afternoon, the Party Central Committee worked in discussion groups to summarize 15 years of implementing Resolution 27 dated August 6, 2008 of the 10th Party Central Committee on building a contingent of intellectuals in the period of promoting industrialization and modernization of the country.

Afterwards, the Politburo and the Secretariat met to give opinions on the reception and explanation of the contents discussed by the Central Committee.

Earlier, in his opening speech at the conference, General Secretary Nguyen Phu Trong emphasized that after 10 years of implementing the 11th Central Committee's Resolution 5 on a number of social policy issues, the country has developed and achieved many important results and achievements, increasingly demonstrating the superiority of the regime.

In particular, social policies are constantly being improved, gradually improving the quality, level of support and expanding coverage towards fairness, progress, approaching international standards, basically ensuring people's social security according to the provisions of the Constitution.

In addition, the labor market institution has been gradually improved; employment for workers is basically guaranteed. The health care, education, social security and assistance systems continue to be improved and expanded.

The scale, capacity and quality of basic and essential social services have been raised; the work of protecting, caring for and improving people's health has been increasingly improved. Resources for implementing social policies have been given priority investment by the State, associated with promoting socialization, attracting the participation of the whole society...

However, according to the General Secretary, social policies and social development management still show limitations and weaknesses, and generally do not meet the requirements of rapid and sustainable development.

From there, the General Secretary requested to focus on discussing to clarify and create high consensus on the assessment, assessment of the situation, causes and lessons learned; the necessity and correctness of issuing a new resolution of the Central Committee on social policy issues.

On that basis, analyze and forecast scientifically the new situation, requirements and tasks.

Clearly define viewpoints, guiding thoughts, goals, tasks and key solutions to continue innovating and improving the quality and effectiveness of social policies to better meet the people's legitimate demands and aspirations in the new period.

Regarding the building of intellectuals in the period of promoting industrialization and modernization of the country, the General Secretary stated that in all eras and in any country, intellectuals are always the core force in creating and disseminating knowledge, with a particularly important position and role in promoting the development of society, creating the strength of each country and nation.

The General Secretary requested the Central Committee to carefully study the documents, focus on discussions, and give objective and comprehensive assessments of the implementation of the 10th Central Committee's Resolution 7 on building a contingent of intellectuals.

Point out the main results achieved, the remaining limitations and weaknesses and their causes, lessons learned; analyze and forecast the new situation.

From there, propose viewpoints, guiding thoughts, goals, tasks, and key solutions to continue promoting the building of intellectuals.

In particular, pay attention to inheriting the remaining valuable contents of the 10th Central Committee's Resolution 7 and supplementing and developing new contents suitable for the new period.
