According to a document recently sent by the Ho Chi Minh City Department of Education and Training to investors in foreign language and information technology centers, after 3 months of inspecting the operations of the centers, the Department found that some units have not fully complied with legal regulations.

In order for foreign language and IT centers (both inspected and uninspected units) to operate in accordance with regulations, the Department of Education and Training recommends proactively inspecting, reviewing, and correcting the unit's operations.

Specifically, foreign language and information technology centers are only allowed to enroll students and organize teaching after being licensed to operate education by the Department of Education and Training.

Regarding tuition fees, the Department of Education and Training requires that tuition fees be collected based on the actual number of months of study and must be made public from the beginning of the course. Long-term tuition fees must not be collected in violation of regulations, and attention must be paid to ensuring "Public price disclosure".

Centers must ensure that educational activities are organized in accordance with the licensed content; teaching is organized in accordance with the form (direct, online, online and direct) registered with the Department. When there is a change in the location of educational activities, registered legal entity, subjects taught, curriculum, etc., the unit must complete the registration form to adjust the licensed content and send it to the Department.

Regarding the curriculum, if a franchise program is implemented, the unit must fully and correctly implement the contents of the signed franchise contract, the franchise program, and the software supporting teaching at the unit.

Regarding facilities, centers must ensure that desks, chairs and teaching equipment are appropriate for the age of students; ensure fire safety conditions; and hang signs with the licensed name.

Units must also review and ensure the recruitment and use of foreign workers; the signing of labor contracts and guest lecturer contracts are carried out in accordance with the Law on Education; review the implementation of social insurance payment regimes, opening and closing books in accordance with the provisions of the Law on Social Insurance.

The curriculum and teaching materials must be appraised by the Ministry of Education and Training or assessed for quality by the Department of Education and Training, and the curriculum must be distributed in accordance with the conditions of teaching and learning at the school; foreign teachers who come to teach at the school must fully comply with the school's regulations on hours, uniforms, and professional regulations. The Center provides work permits for each teacher before coming to school to teach.
