Today (October 22), the BRICS Summit officially opened in Kazan, central Russia. Key BRICS leaders, including Chinese President Xi Jinping, South African President Cyril Ramaphosa, and Indian Prime Minister Narendra Modi, are on their way to attend the meeting. Brazilian President Luiz Inacio Lula da Silva unexpectedly canceled his plan to visit Russia right before the event.
This year's BRICS summit is very special, as it is the group's first meeting after its historic expansion earlier this year.
Ahead of Chinese President Xi Jinping's departure for the group's flagship event, Chinese officials stressed that Beijing attaches great importance to the BRICS summit in Kazan and fully supports Russia's hosting role.
Chinese Ambassador to Russia Zhang Hanhui said in a recent interview that the expanded BRICS cooperation (BRICS++) will contribute more to improving the global governance system in a new order.
"China will continue to work closely with other BRICS members to build a more comprehensive, closer and more practical partnership, and together embark on a new journey for BRICS," he said.
With the latest expansion, BRICS accounts for about 30% of the world's land area, 45% of the world's population and 20% of global trade. Observers note that, with its strengths, the group has entered a new era of broader BRICS cooperation.
Observers also commented that, not only the "surface", but behind this sensational event is the rise of emerging markets, the vitality of developing countries in general and the fact that the Southern Hemisphere accounts for more than 40% of the global economy.
"We can jointly strive to achieve new important results, in many areas such as finance, AI, energy and minerals, to promote greater BRICS cooperation, creating good beginnings," Foreign Minister Wang Yi said at the BRICS Foreign Ministers' Meeting on September 26 in New York.
In fact, in the first three quarters of 2024, China's import and export turnover with other BRICS countries totaled 4.62 trillion yuan (about 649.66 billion USD), up 5.1% year-on-year, according to the General Administration of Customs of China.
"The BRICS cooperation mechanism is one of the main platforms for China's participation in global governance," said expert Ren Lin, Head of the Department of Global Governance at the Institute of World Economics and Politics, Chinese Academy of Social Sciences.
More specifically, according to this expert, in recent years, China has launched a series of influential initiatives, such as the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, which are compatible with the content of cooperative development in BRICS and will bring BRICS pragmatic cooperation to a new level.
Referring to the broader and closer cooperation of BRICS, expert Ren Lin said, this has "enhanced the ability of emerging market countries and developing countries to cope with external risks and promoted pragmatic cooperation among the Global South".
In the face of the recent phenomenon of many countries such as Thailand and Malaysia expressing their intention to join BRICS, Jiang Tianjiao, deputy director of the BRICS Research Center, Fudan Development Institute in Shanghai, said that this trend reflects that - ideas such as "decoupling", proxy war and protectionism are not popular around the world.
"With the spirit of openness, inclusiveness, cooperation and mutual benefit, BRICS will be able to gain wider recognition globally," the leading expert from the Fudan Development Institute emphasized.
Sharing the same view, Vice President of the Egypt-China Friendship Association, former Egyptian Ambassador to China - Magdy Amer assessed that emerging markets are now playing a more important role in the world order and BRICS++ cooperation, as well as BRICS cooperation with non-group countries, mainly developing countries - has great potential.
Mr. Magdy Amer also added that, at a forum on BRICS cooperation in governance and culture last month in Moscow, BRICS++ cooperation has also created opportunities for emerging markets to reach consensus on global issues, while promoting common development and growth in their economies.
On the Russian side, Russian political analyst Konstantin Kalachev said that through this Conference, the Kremlin wants to show "an alternative to Western pressure and that a multipolar world is a reality".
“What BRICS is doing is step by step – step by step – building a bridge towards a more democratic and fair world order,” Kremlin aide Yuri Ushakov said.
However, just a few days before this special conference, the news that senior Brazilian leader Luiz Inacio Lula da Silva canceled his plan to go to Russia to attend the Summit caused surprise, because along with China and Russia, Brazil is also one of the five founding members and the main pillar of BRICS (Brazil, Russia, India, China, South Africa).
Despite the clear announcement of the reason for the Brazilian leader's absence, there are still speculations surrounding the "real reason" for President Lula da Silva's cancellation of his trip to Russia. Earlier, at a meeting with the heads of the BRICS media, Russian President Vladimir Putin announced that he would not attend the G20 summit on November 18-19 in the South American country at the invitation of Brasilia.
So has Brazil made a surprising decision to join and continue contributing to BRICS?... According to information from the Brazilian Ministry of Foreign Affairs and the Office of the President of this country, Foreign Minister Mauro Vieira will represent the President to lead the high-level delegation to the event. President Lula da Silva will attend the BRICS Summit in Russia online from Brasilia.
Brazilian President Luiz Inacio Lula da Silva, who turns 79 on October 27, was hospitalized in Brasilia after suffering bruises and bleeding to the head in an accident at home last weekend.
"President Lula da Silva will not attend the BRICS Summit" due to medical advice to avoid long-haul flights but can carry out other activities, the president's office said in a statement. Lula da Silva also underwent hip surgery last year.
At the invitation of Russian President Vladimir Putin, BRICS Chair in 2024, Prime Minister Pham Minh Chinh will lead a high-ranking Vietnamese delegation to attend the BRICS Leaders' Meeting in Kazan, Russia from October 23-24. |
