In 2020, after merging and coming into operation, Trung Nam commune (Vinh Linh district) promoted the spirit of determination to act resolutely and effectively to maintain and keep the commune meeting new rural standards (NTM) while striving to complete the goal of meeting advanced NTM standards by 2025.

Trung Nam commune was newly established on the basis of merging Vinh Nam and Vinh Trung communes, both of which met NTM standards in 2015 and 2016. Promoting the results achieved in the period 2015-2020, Trung Nam commune continues to implement the roadmap for building NTM in the period 2021-2025, in which, clearly defining the goal of meeting advanced NTM standards by 2025.
The outstanding achievements of Trung Nam commune in building new rural areas in recent times are the good implementation of criteria on transportation, irrigation, health care, education, cultural facilities..., which have positively impacted the socio-economic development in the locality, meeting the enjoyment needs of the people.
In the field of economic development, Trung Nam commune identified production development associated with restructuring the agricultural sector, shifting the rural economic structure, and increasing people's income as regular work and a key task in building a new rural area. Promoting the potential and advantages of the locality, the commune has directed people to invest in developing valuable crops such as rubber, pepper, peanuts, taro, and nem...; propagating and mobilizing the application of science and technology, linkage and digital transformation in agriculture.
In addition, the products of peanuts, pure sesame oil, and tapioca starch were registered for OCOP ranking; at the same time, safe production areas were built and traceability stamps were registered for some typical products. The linkage models in pig farming of Thanh Cong Cooperative, chicken farming of Thien Hung Cooperative and some other small-scale models have brought quite positive results.
New crops such as passion fruit, grapefruit, avocado and some new models such as black snail farming, eel farming... are the main products in linking the value chain in agricultural production. Types of industries and services that people have invested in developing are carpentry, masonry, mechanics, business, services; many households have invested in purchasing means of transport and machinery for agricultural production.
People's lives are increasingly improved. Average income per capita reaches 51.1 million VND/person/year. Every year, the Party Committee, government, Fatherland Front, and organizations always pay attention to sustainable poverty reduction; the number of poor households is 38, the number of near-poor households is 58, the remaining multidimensional poverty rate is 3.35%. The elimination of temporary and dilapidated houses has been completed; the rate of permanent and semi-permanent houses is 96.63%.
In the cultural field, the work of building grassroots culture and the movement "All people unite to build a cultural life" have been effectively implemented; 6/6 villages and 5/5 schools have been recognized as cultural units; the number of households achieving the title of cultural family reached 98.11%. National defense and security work has been ensured; the movement of all people to protect national security has received due attention; 6/6 villages have launched the construction of models of safe residential areas in terms of security and order and inter-family protection of outdoor assets.
In carrying out the task of building a commune that meets advanced NTM standards, Trung Nam commune clearly identified the construction of model NTM villages as an immediate goal. In that spirit, it has proactively guided and supported 6 villages to carry out the task well, creating a vibrant emulation movement among all classes of people to join hands to complete the goal of building a model NTM village.
Huynh Cong Dong Village Chief Tran Van Thuong said: “Implementing the policy of Trung Nam commune, in 2020, the village launched the construction of a model new-style rural village, creating a vibrant competitive atmosphere among every resident. The highlight in building a model new-style rural village is that people voluntarily contribute money and effort to renovate the village roads and alleys to be green, clean, beautiful and safe; practice a civilized lifestyle in weddings and funerals; maintain security and order; promote economic development, eliminate hunger and reduce poverty... By 2023, the village was recognized as a model new-style rural village. From that proud achievement, the village's appearance has become more and more prosperous, and people's lives have been increasingly improved."
Up to now, the whole commune has 4/6 villages recognized as model NTM villages, including: Nam Hung, Huynh Cong Dong, Thuy Trung, My Hoi; the remaining 2 villages have registered to achieve model NTM in 2024, namely Nam Cuong and Nam Phu.
Chairman of Trung Nam Commune People's Committee Hoang Duc Quang said that in the process of implementing the construction of new rural areas, the local government always focuses on promoting propaganda and mobilizing cadres, party members and people of all walks of life to uphold the spirit of solidarity and high unity in joint actions to build new rural areas.
Take advantage of and exploit local advantages, seek opportunities, seek help from all levels and sectors, create advantages to attract investment capital from programs and projects to build synchronous infrastructure. The mobilization of resources to build new rural areas has many positive changes; all capital sources are used for the right purposes, requirements and bring about efficiency. Construction works and projects all ensure quality, bringing a new look to the locality.
In the period of 2024-2025, Trung Nam commune is determined to make a breakthrough to maintain and improve the achieved criteria; 2 villages strive to be recognized as model NTM to enter the period of 2025-2030 when the commune is recognized as meeting advanced NTM standards, moving towards building to meet model NTM standards.
At the same time, we are determined to synchronously complete the infrastructure structure along with investment in physical facilities and cultural institutions, creating conditions to improve the living standards and the level of enjoyment of both spiritual and material life of the people. The locality requests that superiors continue to pay attention to and support in many aspects, especially in terms of investment resources, so that Trung Nam has more conditions to successfully implement the goal of building advanced new rural areas.
