Intermediate level to university still have to participate in the same admission as high school candidates?

This is a content in the draft Decree regulating the connection between levels of education and training in the national education system announced by the Ministry of Education and Training and is soliciting comments.

According to the Ministry of Education and Training, building an interconnected system between education levels and training qualifications is necessary to form a unified, flexible and effective education system, enhancing connections and coordination between general education levels, vocational education levels and university education.

High school diploma is an important factor when transferring to university.

Accordingly, the draft Decree allows for articulation between intermediate and high school levels. Students who have graduated from junior high school, after completing the intermediate training program, will be able to study in an articulation program under the regular high school education program. The Minister of Education and Training regulates the recognition of learning results, exemption of study load and arrangement of study plans for these articulation subjects.

Students who have completed high school can transfer to intermediate training programs. The Minister of Labor, War Invalids and Social Affairs regulates the recognition of learning results, exemption of study load, and arrangement of study plans for these transfer students.

According to the draft, people with a secondary school diploma who want to transfer to university must participate in the same admission method as high school graduates.

For intermediate level to university level, intermediate level graduates who have studied and passed the required amount of high school cultural knowledge according to regulations can apply for training programs and majors in the same group of majors at university level according to the same admission methods as for high school graduates.

Intermediate school graduates, if they have a high school diploma, can apply for university-level training programs and majors in the same or different occupational groups according to the general admission methods as for high school graduates as determined by the university education institution.

For the transfer from college to university, college graduates, if they do not have a high school diploma, can apply for transfer programs and training majors in the same occupational groups at university level according to the same admission methods as for high school graduates.

College graduates, if they have a high school diploma, can apply for admission to a bridging program according to the general admission or separate admission methods determined by the university education institution.

For training majors in the health sector that require a practice license, only regular training is offered, and candidates must have a practice license before registering.

How to recognize the results?

For the transfer from intermediate to university, based on the training regulations of the Ministry of Education and Training, higher education institutions shall specify and implement the recognition of learning outcomes for intermediate graduates in the same occupational group, in which the proportion of exempted learning volume in the university training program shall not exceed 20%. In particular, exemption of learning volume shall not be applied to occupational fields in the health sector that require a practice license.

The rate of exempted and reduced study volume when transferring from college to university does not exceed 50% for college graduates in the same vocational group from educational institutions recognized as meeting quality standards at the time of graduation, and 25% for college graduates in the same vocational group from educational institutions not recognized as meeting quality standards at the time of graduation.

This rate is 25% for college graduates in other vocational groups from educational institutions recognized as meeting quality standards at the time of graduation and 10% for college graduates in other vocational groups from educational institutions not recognized as meeting quality standards at the time of graduation.

With the new regulations in this draft, intermediate graduates (with or without a high school diploma), including college graduates without a high school diploma (junior high school graduates with a college diploma who have completed the required cultural credits prescribed by the Ministry of Education and Training), who want to transfer to university must still participate in the general entrance exam with high school graduates.

That means candidates must take exams such as high school graduation exams, competency assessment exams... to get university admission scores.

Master Tran Phuong, Principal of Viet Giao College (HCMC), said that this draft decree has clearly and specifically stipulated the subjects and conditions for articulation, creating a basis for schools to implement, although it is a bit difficult and disadvantageous for secondary school students who want to articulate to university to participate in the general admission method like high school graduates. However, from now on, schools will have to design cultural subject training to closely follow the program, helping students have enough knowledge to take the high school graduation exam to get university admission scores. When passing, students will be recognized for 20% of the knowledge, so it also reduces the disadvantage for students.
