Russian air defenses shot down five missiles. Sevastopol Mayor Mikhail Razvozhayev warned of a possible second wave of attacks, later lifting the warning but still advising people to avoid the city center.
Police also advised people to stay away from the downtown area where firefighters were working. Those in the downtown area were asked to leave main roads.
According to preliminary information, the attack caused missile fragments to fly hundreds of meters away. One fragment fell near the Sevastopol Lunacharsky Theater.
Mr Razvozhayev has set up a crisis centre, while rescue teams have arrived at the scene and helicopter groups are on standby. The Black Sea Fleet headquarters and two adjacent blocks have been sealed off.
The Kyiv Independent reported that Russian-appointed officials in Crimea also reported a cyberattack of “unprecedented scale.” Official Oleg Kryuchkov wrote on Telegram that the internet was disrupted in many parts of the peninsula.
It is unclear whether the cyber attack is continuing, while Ukraine has not commented on this information.
