Submit to the National Assembly the Law on Teachers, proposing that teachers' salaries be ranked highest

(NLDO) - The draft Law on Teachers stipulates that teachers' salary policy is prioritized.


On November 9, continuing the program of the 8th session of the 15th National Assembly, authorized by the Prime Minister, Minister of Education and Training Nguyen Kim Son presented a report on the draft Law on Teachers.

According to Minister Nguyen Kim Son, the draft Law on Teachers is built with 5 important policies, including: Identification; standards and titles of teachers; recruitment, use and working regime of teachers; training, fostering, treatment and honor; State management of teachers. These policies have been approved by the National Assembly and the Government.

The draft law stipulates that teachers' salary policies are prioritized. In particular, the basic salary according to the teachers' salary table is ranked highest in the administrative career salary scale system; teachers are entitled to preferential allowances and other allowances depending on the nature of the job and the region as prescribed by law.

Teachers continue to receive seniority allowances until the salary policy under Resolution 27-NQ/TW is implemented. Preschool teachers; teachers working in particularly difficult areas in ethnic minority areas, mountainous areas, coastal areas and islands; teachers in specialized schools and other specialized schools; teachers implementing inclusive education.

According to the draft law, teachers who are ethnic minorities and teachers in some specific professions are given priority in terms of salary and allowances compared to other teachers. Teachers who are recruited and paid for the first time will have their salary increased by 1 level in the administrative career salary scale system.

Minister Nguyen Kim Son said another notable point in the draft law is to give the education sector the initiative in recruiting and using teachers. In particular, the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs are the agencies in charge of developing strategies, projects, development plans, and total staffing levels of teachers under their management authority to submit to competent authorities for decision; coordinating the staffing levels of teachers in public educational institutions according to the number assigned by competent authorities...

The draft law also establishes policies for the State to have a mechanism to attract highly qualified people, talented people, excellent graduates, young scientists, and people with special talents to participate in recruitment as teachers. At the same time, it attracts teachers to work in especially difficult areas such as ethnic minority areas, mountainous areas, coastal areas, and islands.

Presenting the review report, Mr. Nguyen Dac Vinh, Chairman of the National Assembly's Committee on Culture and Education, said that the Committee agreed with the provisions in the draft law on salaries and allowances for teachers. The Committee also approved the policies to prioritize, support and attract teachers.

However, there are opinions suggesting to study and properly implement the spirit of the Party's Resolution on reforming salary policy; consider regulating salary policy for teachers in the non-public sector; not to re-regulate the policy of renting public housing as stipulated in the Housing Law.

In addition, the review agency believes that it is necessary to carefully assess the impact to ensure feasibility, especially in terms of resources for implementing the policy of ensuring collective accommodation for teachers when working in rural areas.

The Committee on Culture and Education agreed with the regulations on the duties and powers of the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs in state management of teachers and said that this is a new policy, creating conditions for the education sector to be proactive in mobilizing, rotating, and arranging teachers between localities; overcoming the situation of local surplus and shortage of teachers. However, it is recommended to consider assigning authority to these agencies in presiding over and coordinating the work of teachers in schools of the people's armed forces.
