Police arrested the ringleader, Hoang The Vinh (born in 1976, residing in Phu Dien ward, Bac Tu Liem district, Hanoi) and 9 related subjects residing in Nghe An, Binh Duong and Hanoi provinces.
According to the police investigation, to operate the network, Hoang The Vinh colluded with many subjects in provinces and cities across the country to gamble in the form of recording lottery numbers.
Subjects have many tricks to conceal their identity, background, criminal behavior and have many ways to deal with authorities.
They use junk SIM cards, frequently change phone numbers, and use social networking applications like Facebook, Zalo, and Telegram to make transactions...

In Nghe An, there are 4 subjects directly involved in Hoang The Vinh's gambling ring. Among them, Nguyen Canh Minh (born in 1988, residing in Xuan Thanh commune, Yen Thanh district) is identified as the general agent operator in Nghe An.
In addition to Minh, there are 3 other subjects: Nguyen Canh Tai (born 1999), Thai Thi Quy (born 1989) and Nguyen Van Dinh (born 1999), all residing in Yen Thanh district.
Evidence seized in the case included 21 mobile phones, 2 cars and many related documents.
Through initial investigation, the police determined that the amount of money the subjects transacted gambling using lottery numbers on the day of arrest was nearly 1 billion VND.
