On December 18, the Government issued, together with this Resolution, the Plan to implement Resolution No. 99/2023/QH15 dated June 24, 2023 of the National Assembly on thematic supervision of the mobilization, management and use of resources for COVID-19 prevention and control; the implementation of policies and laws on grassroots health care and preventive medicine.
Overview of the working session between the National Assembly's Supervisory Delegation and the Vietnam Bank for Social Policies on the implementation of the National Target Programs
With the aim of seriously and effectively implementing Resolution No. 99/2023/QH15 to overcome shortcomings and limitations in the management and use of resources for COVID-19 prevention and control, perfect and implement policies and laws on grassroots health care and preventive medicine, ensure timely and effective response when an epidemic occurs, specifically identify the work contents, deadlines, completion progress and responsibilities of relevant agencies and organizations in organizing the implementation of Resolution No. 99/2023/QH15.
On the basis of the Government's request to closely follow the objectives and tasks of Resolution No. 99/2023/QH15 to develop solutions, perfect and effectively implement policies and laws on grassroots health care and preventive medicine, ensure timely and effective response when similar epidemics occur, determine the content of tasks that must be associated with responsibilities and promote the proactive and active role of ministries, central agencies and localities, ensure regular and effective coordination between relevant ministries, branches, agencies and organizations in implementing Resolution No. 99/2023/QH15.
With the contents accordingly, Ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally run cities, based on the provisions of Resolution No. 99/2023/QH15 and according to their assigned functions and tasks, promptly carry out tasks such as organizing dissemination and extensive propaganda to all levels, sectors and people in the process of implementing Resolution No. 99/2023/QH15. Presiding agency: Ministry of Health; Coordinating agencies: Ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally run cities and relevant agencies and organizations, shall review, develop and promulgate according to their authority or submit to competent authorities for promulgation legal documents, directive documents, and documents guiding the implementation of Resolution No. 99/2023/QH15 to meet practical requirements.
Specifically, Ministers, Heads of ministerial-level agencies, Heads of Government agencies and Chairmen of People's Committees of provinces and centrally run cities within the scope of management of ministries, branches and localities shall proactively and actively implement this Plan according to assigned tasks, ensuring progress, quality, efficiency, savings, avoiding formalities and waste. Based on the contents of this Plan and the practical situation, ministries, ministerial-level agencies, Government agencies and People's Committees of provinces and centrally run cities shall proactively develop detailed plans for implementation at their ministries, ministerial-level agencies and localities. The Ministry of Health is responsible for assisting the Prime Minister in monitoring and urging ministries, ministerial-level agencies, Government agencies and People's Committees of provinces and centrally run cities in implementing the tasks stated in the Plan according to progress and synthesizing and reporting to the Prime Minister on the results of the implementation of the Plan.
