This afternoon, January 26, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung chaired a conference to review national defense - security work, base construction in 2023 and deploy directions and tasks in 2024. The report at the conference stated: In 2023, the world, regional and domestic situation had many complicated developments, affecting the implementation of national defense and security tasks in the area. However, under the leadership of the Provincial Party Committee, the Provincial People's Council, the direction of the Provincial People's Committee, the coordination of departments, branches, unions, and localities, together with the efforts of cadres and people of the province, we have overcome difficulties and completed the set targets and plans.

In the field of national defense, successfully organized the defense area and civil defense drills of the province and the districts of Vinh Linh, Huong Hoa, Trieu Phong, Dong Ha city, ensuring absolute safety, and was assessed by the Military Region 4 Exercise Steering Committee as having excellently completed the task. In addition, seriously maintained the task of combat readiness.

Combat readiness training was carried out according to plan and with high efficiency, while military service registration, recruitment, building of militia and self-defense forces, and national defense education were done well according to regulations.

The work of protecting territorial sovereignty, national border security, and building a people's border defense has been thoroughly grasped and strictly implemented by the border defense force according to instructions and orders. In particular, 100% of the regular military force has been strictly maintained 24/7 at the teams and posts, while regularly patrolling, managing, and strictly controlling the area.

Proactively grasp the situation, deploy plans and strategies to combat and prevent all types of crimes at home and abroad, especially crimes related to illegal trading and transportation of drugs, explosives, illegal firecrackers, smuggling, and trade fraud. Strongly and effectively deploy the movement of all people participating in protecting territorial sovereignty and national border security in the new situation.

The field of ensuring security and order has always been proactive, deploying solutions to fight and prevent from afar for general prevention, and regularly launching peak attacks to suppress crimes. Thereby, the crime situation has decreased compared to 2022, especially no particularly serious cases have occurred; traffic accidents have decreased significantly in all 3 criteria, no particularly serious accidents have occurred; the number of fires and explosions has increased, but most of the fires are small, causing low damage, and no human casualties.

The above results are thanks to the work of building a comprehensive strong base according to Directive No. 36/2005/TTg dated October 27, 2005 of the Prime Minister, which was seriously and effectively implemented, contributing to improving the quality of operations of the grassroots political system, enhancing leadership capacity and fighting strength, meeting the requirements of tasks in the new situation.

In particular, the coordination between the Public Security - Military - Border Guard forces according to Decree No. 03/2019/ND-CP dated September 5, 2019 of the Government is increasingly effective, contributing to improving the quality of forecasting, grasping the situation, proactively fighting and preventing from afar, while effectively mobilizing the masses to participate in the movement of all people to protect national security, building a people's security posture associated with the all-people national defense and a solid all-people border posture.

In addition to the achieved results, the conference also discussed and pointed out difficulties and shortcomings such as the work of grasping the situation and managing the area is sometimes and in some places not comprehensive; the work of national defense education and the movement of the whole people to protect national security in some localities and units is not in-depth. Criminal activities are still complicated, especially the increase in drug-related crimes; the purchase and transportation of explosives and firecrackers are happening more and more, especially in the days before Tet; fraud and scams on cyberspace are becoming more and more sophisticated and complicated.

The conference proposed groups of tasks and solutions, including strengthening the work of grasping, monitoring and promptly forecasting the situation in the area.

Proactively develop and implement plans to combat, prevent and defeat all plots and violations.

Improve coordination between the three forces: Military - Police - Border Guard.

Improve the quality of building strong communes, wards and towns.

Effectively implement the task of protecting sovereignty of borders, territories and islands.

Building an increasingly strong, elite, modern and professional armed force.

Concluding the conference, Chairman of the Provincial People's Committee Vo Van Hung highly appreciated the efforts of the armed forces, local departments and branches in implementing the tasks of ensuring national defense and security, and building the foundation. At the same time, he evaluated the groups of tasks discussed, built and agreed upon at the conference. Besides, he gave forecasts and general developments on the national defense and security situation in the coming time.

To effectively carry out the task of ensuring national defense and security, and building the foundation in 2024, Chairman of the Provincial People's Committee Vo Van Hung requested heads of agencies, units, departments and branches in the province to focus on directing and organizing the implementation of the following tasks: Thoroughly grasp, propagate and effectively implement the policies, resolutions and directives of the Central and Provincial Party Committee on national defense and security tasks. Resolutely and effectively implement the policies and resolutions of the Central and the province on ensuring and strengthening national defense and security potential, economic recovery, and taking care of people's lives.

Continue to build strong defense and civil defense zones of the province, district, town and city. Maintain and improve combat readiness; organize well the defense zone drills of Con Co island district; defense combat drills at commune, ward and town levels in the 2020-2025 term; flood and storm prevention and control, search and rescue drills in Cam Lo district. Strengthen the work of grasping, closely and accurately forecasting the situation, synchronously deploying measures to protect national security, maintain social order and safety, including doing a good job of ensuring internal political security, ideological culture, religious and ethnic security, cyber security, rural security...

Advise Party committees and authorities at all levels to effectively resolve disputes and complaints among the people, preventing the emergence of "hot spots" in security and order. Regularly launch high-point campaigns to attack and suppress all types of crimes; organize well the work of preventing and effectively combating the activities of all types of crimes, especially organized crimes, criminal crimes, drugs, economic crimes, human trafficking, high-tech crimes, and illegal credit activities; maintain patrols, control, and ensure traffic order and safety.

Strengthen and improve the effectiveness of management and protection of border, territorial and island sovereignty, and properly handle issues related to border markers and control systems at border gates and seaports. The armed forces closely coordinate in performing the tasks of protecting national security, ensuring social order and safety, fighting and preventing crimes and national defense tasks. Maintain solidarity and friendly cooperation with the provinces of Savannakhet, Salavan and Champasak (Laos); effectively implement signed programs between the armed forces of the province and other provinces, especially the Project on "Improving the capacity of the border protection forces of the two provinces of Savannakhet and Salavan (Laos), period 2023-2027".

On this occasion, Chairman of the Provincial People's Committee Vo Van Hung awarded certificates of merit to 18 collectives and 28 individuals with outstanding achievements in ensuring national defense and security, building a strong foundation in 2023.
