Continue to build inter-commune traffic infrastructure, roads connecting tourist spots, renovate relics, build tourism products; telecommunications infrastructure, electricity grid, clean water to serve identified tourist spots; build signs, explanations, and signs about tourist spots; Build a new community tourism site (with about 3-5 homestay businesses, providing about 50-100 beds; continue to build and expand homestay businesses at tourist sites under construction. Train and develop human resources for tourism in highland communes; create jobs for about 60-85 workers, of which about 30 are direct workers. Build conditions for security, order, social safety, and environmental protection: Publicize phone numbers and addresses of organizations and individuals managing tourist sites; have a form of timely receiving and handling feedback and recommendations from tourists; build public toilets for tourist sites. Have measures to collect and treat waste and domestic wastewater for tourist sites; ensure conditions for fire prevention and fighting according to regulations.
Tasks and solutions include: Innovating thinking, raising awareness of tourism development ; building specific mechanisms and policies to encourage and attract all economic sectors to participate in investing in tourism development in the highland communes of Tan Lac district; creating favorable conditions for administrative procedures for investors to quickly implement tourism development projects approved for investment; prioritizing resources from provincial and local budgets, integrating national target programs for investment in infrastructure development; having policies and mechanisms to encourage and support people in the highland communes of Tan Lac district to participate in tourism development; creating conditions for people to access preferential loans from banks for tourism business purposes; supporting promotion, experience consulting, study tours, training tourism skills for the community; supporting equipment and facilities for people doing homestay business at model community tourism spots. Focus on mobilizing resources, integrating capital sources to invest in developing infrastructure and technical facilities for tourism; developing products , markets, promoting tourism; developing human resources for tourism; protecting resources and the environment, ensuring national defense and security.
The Provincial People's Committee assigned the Department of Culture, Sports and Tourism to perform state management of tourism for tourism development activities in the highland communes of Tan Lac district; integrate assigned tasks with the plan to implement the annual tourism development program and tasks of the industry and the Provincial Tourism Steering Committee. Proactively propose resources from national target programs, support the construction of a number of items for model community tourism sites in the highland communes of Tan Lac district. Support the survey of routes and points to build tourism products; have plans to connect routes and points in 3 highland communes of Tan Lac district with localities inside and outside the province. Coordinate with the Tan Lac District People's Committee to support art troupes to restore and develop folk performing arts to ensure uniqueness, attractiveness and demonstrate the fine cultural identity of the Muong ethnic group; support a number of essential items to serve tourist sites.
Tan Lac District People's Committee advises the Working Group to organize a program to inspect and review the tasks of the Working Group, organize a conference to review and summarize the implementation of the 2024 plan; report and recommend to competent authorities the contents that need to be adjusted and supplemented during the implementation of the Project ; coordinate with departments and branches to strengthen inspection, examination and supervision of tourism project investment activities; promptly detect, handle or advise competent authorities to handle violations of the provisions of law. Take the lead in coordinating with departments, branches, and enterprises inside and outside the province to conduct surveys of telecommunications infrastructure, electricity infrastructure, clean water, etc.; propose capital sources to implement the tasks of the Project; provide career orientation, organize vocational training for rural workers; review and develop land fund planning, land use plans, and land lease to implement tourism development projects in highland communes; Establish a dossier to demarcate the boundaries on the topographic map of provincial tourist areas; establish a provincial tourist area plan; survey, orient, and build a number of items for a model community tourist site . Strengthen the mobilization and integration of resources from the National Target Program to implement the plan; upgrade a number of inter-commune and inter-village roads, roads connecting to tourist sites; invest in building a system of signs and signs for tourist sites; support a number of art troupes, build clubs to serve the development of folk performing arts for tourism and organize the Cultural, Sports and Tourism Festival in highland communes to stimulate tourism demand. Take the lead and coordinate with relevant departments and branches to propose specific policies and mechanisms to encourage and attract all economic sectors to participate in tourism development investment; promote and introduce the potential and strengths of the locality; Support consulting, visiting to learn from experiences or support equipment and facilities for people doing tourism business at model community tourism sites . Continue to promote propaganda to raise people's sense of responsibility for tourism development in highland communes; actively preserve and promote the fine traditional cultural values of the Muong ethnic group to create products to serve tourists ; protect natural resources, protect the environment for the goal of sustainable development; strengthen afforestation, forest management, protection and development, plant trees, plant flowers (prioritizing peach trees) to create attractive landscapes, expressing unique identities along routes, tourist attractions; ensure security, defense, safety for tourists, prevent and fight fires and explosions according to regulations .
