In the process of developing the Hanoi Capital Planning, it is necessary to update and supplement viewpoints, goals, targets, key tasks, and development orientations according to the National Master Plan for the 2021-2030 period, with a vision to 2050, and relevant national sectoral plans in the new situation.
The issuance of the Plan to implement the organization of the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, ensures unified direction of the City People's Committee and speeds up the progress and quality of planning.
The scope of research and implementation of the Plan is the entire administrative boundary of Hanoi City, taking into account the development relationship of the Capital region and the Red River Delta region.
Accordingly, the Hanoi Institute for Socio-Economic Development Studies (the planning agency) presides over and coordinates with the Department of Planning and Investment, the Department of Planning and Architecture, the Hanoi Institute of Construction Planning and other departments, branches, and sectors of the city, and the People's Committees of districts, towns, and cities to urgently implement the work of developing the Hanoi Capital Planning.
The Department of Planning and Investment is in charge of advising on matters related to state management of planning; closely coordinating with the Hanoi Institute for Socio-Economic Development Studies and the city's departments and branches in the work of establishing, appraising and approving the Hanoi Capital Planning; acting as a contact point with specialized agencies of the Ministry of Planning and Investment in guiding the organization of planning, organizing appraisal submission and reporting progress periodically.
The Department of Planning and Architecture, the Hanoi Institute of Construction Planning, the Department of Natural Resources and Environment coordinate with the Hanoi Institute for Socio-Economic Development Studies on contents related to spatial organization, establishment of a system of maps and drawings in the process of making the Hanoi Capital Planning; Ensure that the contents of the Overall Adjustment of the Hanoi Capital Master Plan are consistent and synchronized with the Hanoi Capital Planning.
The Department of Finance coordinates and guides the Hanoi Institute for Socio-Economic Development Research to implement procedures and professional expertise in the field of budgetary finance.
City departments, agencies and branches continue to review and evaluate the planning work of sectors and fields under their responsibility for the period 2011-2020; Provide data to serve the work of preparing the Hanoi Capital Planning; Coordinate with the Hanoi Institute for Socio-Economic Development Research and consulting units in the process of surveying, researching and proposing planning orientations.
The People's Committees of districts, towns and cities continue to carry out the work of developing the Hanoi Capital Planning according to their assigned functions and tasks, and are responsible for coordinating with the Hanoi Institute for Socio-Economic Development Research and consulting units in the process of surveying, researching and proposing planning orientations.
The City People's Committee requested heads of assigned units to proactively coordinate and implement work contents with a spirit of urgency and seriousness, striving to complete on schedule, ensuring the quality of the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050.
