In order to create a vibrant competitive atmosphere, effectively implement the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", successfully achieving the goal of putting 3,000km of expressways into operation by 2025, creating a premise to strive to put 5,000km of expressways into operation by 2030 in the spirit of the Resolution of the 13th National Congress of the Party, on August 18, 2024, in Dak Lak province, the Prime Minister, Chairman of the Central Emulation and Reward Council launched the peak emulation campaign "500 days and nights of emulation to complete 3,000km of expressways" (Emulation campaign).
The goal is to "complete 3,000km of expressway before December 31, 2025"
In order for the Emulation Campaign to be implemented with comprehensive results, the Prime Minister issued a Plan to implement the Emulation Campaign with the aim of promoting the strength of the entire political system, relevant agencies, organizations and individuals in organizing and implementing construction works and project items to focus on successfully implementing the goal of "completing 3,000km of expressway before December 31, 2025" in the spirit of the Resolution of the 13th National Congress of the Party. At the same time, raising awareness, responsibility and action of all levels, sectors and the whole society in implementing the goals, tasks and solutions for developing road traffic infrastructure.
5 competition contents
To successfully implement the Resolution of the 13th National Party Congress on the goal of developing expressways, ministries, departments, branches, the Central Committee of the Vietnam Fatherland Front, socio-political organizations, socio-political-professional organizations, socio-professional organizations, social organizations and centrally-run provinces and cities (ministries, branches, localities), organizations, enterprises and people of all walks of life implement the following 5 contents:
1- Compete in creative labor, complete on schedule, exceed plans, ensure quality of highway works and projects in provinces and cities under the direction of the State Steering Committee for important national works and projects, key projects of the Transport sector, the Government and the Prime Minister.
2- Compete in construction, provide consulting and supervision to ensure quality, technique, aesthetics, environmental sanitation, labor safety, and create landscape for the project's development space after completion; coordinate with local authorities to remove difficulties and obstacles related to construction materials and site clearance.
3- Compete to promote administrative procedure reform, ensure convenience, overcome inconvenience and reduce costs for investors; publicize and make information transparent so that competent authorities and people of all walks of life can participate in monitoring the implementation of ministries, branches and localities, and effectively prevent and combat corruption and waste in project implementation.
4- Compete in researching and applying science and technology, information technology, and modern management methods in designing, constructing, operating, and managing highway projects to improve labor efficiency, shorten time, save resources and human resources, and use highly applicable, environmentally friendly, and safe materials.
5- Compete to propagate and mobilize people to agree, comply with policies, and actively participate in site clearance for infrastructure projects of the expressway project in the residential area.
The peak emulation period will be implemented from August 2024, with a preliminary review in December 2024 and a final review at the end of 2025.
Rewarding groups and individuals with proposals and initiatives that help speed up project progress and quality
The Prime Minister requested that heads of agencies and units participating in the emulation campaign must promote their sense of responsibility and leadership role in leading and directing the organization and implementation of construction at projects to ensure progress, quality, labor safety, fire prevention and fighting, and environmental protection.
For investors, contractors, and supervision consultants, it is necessary to assign and arrange personnel to inspect, urge, and grasp the situation; promptly handle and remove difficulties and obstacles in the implementation process; fully implement policies and regimes according to regulations for cadres, civil servants, and employees of their units participating in the emulation movement, especially those directly performing tasks at the construction site.
Timely detect, encourage, commend and reward outstanding collectives and individuals in the emulation period. Focus on rewarding collectives, individuals, cadres, civil servants, public employees, businessmen, engineers, workers and people with valuable proposals, initiatives and solutions to help speed up progress, quality and save costs in the implementation of highway construction projects.
