The United Nations Environment Program (UNEP) launched World Environment Day (June 5) in 2024 with the theme "Restoring land, combating drought and desertification" to call on countries around the world to join hands towards the goal of restoring land, combating desertification and drought resistance, slowing down climate change, protecting nature, enhancing livelihoods and food security for billions of people around the world.

2024 marks the 30th anniversary of the United Nations Convention to Combat Desertification. Accordingly, from December 2-13, 2024, the 16th session of the Conference of the Parties (COP 16) to the United Nations Convention to Combat Desertification (UNCCD) will be held in Riyadh, Saudi Arabia. According to the United Nations Convention to Combat Desertification, up to 40% of the planet's land area is degraded, directly affecting half of the world's population and threatening about half of global GDP (44 trillion USD).
The frequency and duration of droughts have increased by 29% since 2000, and without urgent action, droughts could affect more than three-quarters of the world's population by 2050. Land restoration is one of the key goals of the United Nations Decade on Ecosystem Restoration (2021-2030), through policies, initiatives and participation in global and regional cooperation mechanisms to protect and restore ecosystems around the world to achieve sustainable development goals.
Therefore, the Ministry of Natural Resources and Environment recommends that authorities at all levels need to raise awareness, consider land restoration, drought and desertification prevention as an inseparable part of the socio-economic development plan, an important task of the sustainable development process closely linked to programs, projects and initiatives related to climate change, disaster mitigation and sustainable livelihood development.
Strictly control waste sources from construction, industrial and agricultural activities (especially livestock and agricultural farming activities) and regulations on waste classification at source (according to the provisions of the Law on Environmental Protection in Clause 1, Article 79 and Clause 1, Article 75 must be implemented no later than December 31, 2024) to ensure that waste generated must be treated to meet environmental protection requirements and national technical environmental regulations on corresponding waste before being discharged into the environment, especially prohibiting improper discharge into the soil environment.
At the same time, strengthen the implementation and replication of effective models in land restoration, drought and desertification prevention, especially in areas directly affected by drought and desertification...
For Quang Tri province, many policies have been developed and issued to manage and protect natural resources and the environment to enhance responsibility and efficiency in management, exploitation, use of natural resources, environmental protection and proactively respond to climate change for sustainable development, including long-term strategic policies such as the Green Growth Action Plan of Quang Tri province for the period 2021-2030, the Plan to implement the Environmental Protection Strategy of Quang Tri province to 2030, with a vision to 2050.
In particular, focusing on environmental protection in industrial parks, clusters, and craft villages, overcoming pollution, improving the environment of craft villages, rural areas, and river and lake basins, and strengthening environmental monitoring and supervision to warn and propose solutions to limit saltwater intrusion.
The province has also had orientations to transform the growth model towards greening economic sectors, gradually limiting economic sectors that generate large amounts of waste, causing pollution and environmental degradation, issuing policies as well as encouraging and building models for organizations, individuals and businesses to combat plastic waste in accordance with the spirit of the Prime Minister's Directive on limiting the use of disposable plastic products and hard-to-decompose nylon bags.
In response to World Environment Day (June 5), the Month of Action for the Environment in 2024, the People's Committee of Quang Tri province requested departments, branches, organizations, localities, and units to actively deploy activities in response to World Environment Day.
In particular, continue to implement the Law on Environmental Protection 2020 and documents guiding the implementation of the law; resolutions and action programs of the Government on strengthening resource management and environmental protection; proactively responding to climate change; reducing greenhouse gas emissions through limiting forest loss and degradation; preventing heat waves, droughts, water shortages, saltwater intrusion...
Develop policy mechanisms, strengthen human resource training, technical facilities, and research facilities for desertification prevention; investigate and assess the current state of desertification, build a database on desertification, build drought maps for areas directly affected; organize technology transfer activities and results of international and regional cooperation, including initiatives on emission reduction through efforts to limit deforestation and forest degradation, initiatives on payment for forest environmental services...
Proactively develop plans and organize implementation in accordance with the economic, social and ecological conditions of each region. Focus on reviewing, classifying and monitoring changes in soil quality; investigate and assess polluted areas and areas at risk of pollution to ensure that these areas are zoned; develop and implement plans to treat, renovate and restore polluted soil environments according to regulations; take measures to prevent and minimize desertification and drought in the area.
Strengthen coordination between levels, sectors, and localities and create conditions for local people to participate in accessing information and techniques to prevent drought and desertification. Promote activities to protect and develop forests, effectively use land resources, and develop livelihoods for people in areas at risk or affected by desertification. In addition, research and apply advanced solutions to effectively use water resources and protect the land surface.
In particular, localities need to raise awareness, consider land restoration and anti-desertification as part of the socio-economic development plan, an important task of the sustainable development process closely linked to project programs and initiatives related to climate change, disaster mitigation and sustainable livelihood development.
Strictly control waste sources from construction, industrial, agricultural activities, especially livestock and agricultural cultivation activities, and regulate the classification of solid waste at source, ensuring that waste generated must be treated to meet environmental protection requirements and national environmental technical regulations on corresponding waste before being discharged into the environment. In particular, it is strictly forbidden to discharge waste into the soil environment in violation of regulations.
Deploy and replicate effective models in land restoration, drought and desertification prevention. At the same time, discover and reward organizations, individuals, businesses and communities with outstanding achievements and initiatives in environmental protection, climate change response and resource protection.
