Artificial Intelligence: Strategic Orientation and Policy Solutions for Vietnam

According to experts, Vietnam needs to proactively participate in international forums on AI, while promoting its national role and position in promoting the responsible use of AI in the international community.

On the morning of February 25 in Hanoi, the Ho Chi Minh National Academy of Politics in collaboration with the Vietnam Academy of Science and Technology organized the scientific seminar "Artificial Intelligence: Strategic orientation and solutions for Vietnam."

Attending the seminar were Politburo members: Professor, Dr. Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Standing Member of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation; Secretary of the Party Central Committee, Chairman of the Central Inspection Committee Nguyen Duy Ngoc, Standing Deputy Head of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation.

In his opening speech, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang emphasized that the recent strong competition between artificial intelligence models among countries shows the importance of applying technology on digital platforms to economic development.

Professor, Dr. Nguyen Xuan Thang said that when it comes to artificial intelligence, people often think that it takes a lot of money to be able to do it, which is very true. However, there are also ways for us to connect and have our own path to develop effectively.

Vietnam is a country that has approached artificial intelligence very early, but participating in the development of this field to build the economy is an important issue that needs further research.

To strongly develop science and technology, besides building a database system and human resources, strategic thinking is also a very important factor to come up with sustainable ways and directions, thereby having specific projects in this field.

Chairman of the Central Inspection Commission Nguyen Duy Ngoc said that recently, there have been many activities using artificial intelligence.

Recently, General Secretary To Lam affirmed that our Party and State always consider science and technology as the decisive factor and foundation for the country's sustainable development.

Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation has created a breakthrough change in awareness and implementation, contributing to the country's development into a rich and powerful country in the new era - the era of national development.

After Resolution 57-NQ/TW with specific solutions, the National Assembly issued a Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities.

Mr. Nguyen Duy Ngoc said we will have a roadmap to promote strategic data groups, step by step using the application effectively...

Associate Professor, Dr. Nguyen Truong Thang - Director of the Institute of Information Technology, Vietnam Academy of Science and Technology, said that in the context of the Fourth Industrial Revolution, information and communication technology is considered the spearhead in competition between countries globally.

The strong development of information technology will promote the trend of shifting production to the home country as well as diversifying the global value chain. According to Associate Professor, Dr. Nguyen Truong Thang, semiconductor technology is currently playing the most strategic role, and together with artificial intelligence (AI), it will create outstanding value for the power of each country.

Statistics show that from 2001 to present, the global semiconductor industry has grown remarkably, reaching a value of nearly 800 billion USD by 2023. Currently, with the development of science and technology, the trend of developing high-tech application fields such as self-driving cars, artificial intelligence, cloud storage, digital transformation and big data... has become the main driving force for the strong development of the semiconductor industry in the future.

At the seminar, from many research perspectives, experts and researchers said that correctly understanding the invaluable opportunities of digital transformation and the role of artificial intelligence is important to help people enhance their intellectual capacity at many different levels.

Vietnam needs to proactively and actively participate in international forums on AI, while promoting its national role and position in promoting the responsible use of AI in the international community.

Experts and researchers also proposed promulgating laws on AI and promptly amending and supplementing current legal documents, clearly defining the responsibilities, sanctions and obligations of technology companies; at the same time, it is necessary to build strict monitoring and inspection mechanisms for technology companies, organizations and individuals using artificial intelligence products./.
