On the afternoon of February 20, the Steering Committee 389 of Thanh Hoa province held a ceremony to announce and award a letter of commendation from Deputy Prime Minister Tran Luu Quang, Head of the National Steering Committee against smuggling, trade fraud and counterfeit goods, to the force implementing project TH823, which destroyed a ring of illegal buying, selling and transporting a huge amount of drugs through the province.

Attending the announcement ceremony were comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Steering Committee 389 of Thanh Hoa province; representatives of the Office of the National Steering Committee 389 and member sectors.
After a period of research, understanding the situation, verifying information on drug crime activities on the border line of Quan Son and Muong Lat districts, the Provincial Border Guard Command established Project TH823 and directed the Department of Drug and Crime Prevention to preside over and coordinate with relevant units to fight and successfully destroy a criminal ring that illegally bought, sold, and transported 17.7 kg of various types of drugs from Laos through the Na Meo international border gate into Vietnam, arresting Thao Kong Vang Xong Xay Vu, a permanent resident of Bo Ly Kham Xay province, Lao PDR, along with many exhibits of the case.

Through the investigation, Thao Kong Vang Xong Xay Vu confessed: All the discovered evidence was drugs, originating from Laos, being transported across the border into Vietnam for consumption through the connection of a Mong ethnic group in Muong Lat district, who contacted the ring leader in Laos.

Based on the collected documents, evidence and investigation and appraisal results of the Criminal Techniques Department, Thanh Hoa Provincial Police determined that the total seized exhibits included 22,400 pink synthetic drug pills; 12 heroin cakes; 3 bags of white crystals of ketamine; 8 bags of white crystals of methamphetamine. The total weight was 17.7 kg.

The Na Meo International Border Guard Station has decided to initiate a criminal case on the crime of “Illegal transportation of narcotics” and hand over the case file, suspects, exhibits, and means of violation to the Investigation Police Agency, Thanh Hoa Provincial Police to continue investigating and handling according to the provisions of law.
Project TH823 ensured absolute safety, seized a large amount of evidence, and was an outstanding, exemplary, and typical achievement in the fight against smuggling and illegal transportation of prohibited goods across the border by the Thanh Hoa Provincial Border Guard and related units.
Speaking at the ceremony, representatives of the National Steering Committee 389 and Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi warmly commended and congratulated the collectives and individuals of the Provincial Border Guard and the Provincial Customs Department for receiving the Letter of Merit from the Deputy Prime Minister, Head of the National Steering Committee 389.

The comrades requested the Provincial Border Guard Command, the Provincial Customs Department and the agencies and units that are members of the Steering Committee 389 of Thanh Hoa province to continue to closely follow the instructions of the superior agencies; promote the achievements that have been achieved, continue to do a good job of coordination, collecting, sharing information, forecasting market developments to have solutions to inspect, check and control violations of prohibited goods, smuggled goods, goods of unknown origin, expired goods, counterfeit goods at production and business establishments in the province.

Along with that, strengthen investigation, reconnaissance, and organization of contacts in key areas, especially smuggling and illegal transportation of goods across the border; strengthen prevention and combat of the use of high-tech equipment for smuggling, trade fraud and counterfeit goods...; thereby, prevent, detect, and promptly and strictly handle violations in production and business activities, striving to excellently complete the task of fighting against smuggling, trade fraud and counterfeit goods in 2024.
The comrades also requested that units continue to pay attention to and carry out well the emulation and reward work, promptly recognize, commend, encourage, and set an example for collectives and individuals with outstanding and typical achievements in the fight against smuggling, trade fraud and counterfeit goods, creating a strong spread in the performance of public duties; constantly learn, improve professional skills, and strive to excellently complete assigned tasks in the coming time.
