Authorized by the Prime Minister, Minister of Information and Communications Nguyen Manh Hung presented the decision to appoint Mr. Bui Hoang Phuong, Director of the Department of Organization and Personnel of the Ministry to hold the position of Deputy Minister of Information and Communications.
New Deputy Minister Bui Hoang Phuong, born in 1983, started working at the Ministry of Information and Communications in 2015. Before that, he worked at the State Bank.

Mr. Bui Hoang Phuong has held many positions such as Deputy Director of the Department of Information Security, Chief of the Ministry's Office, and Chief Inspector of the Ministry. Before being appointed as Deputy Minister, he was Director of the Department of Organization and Personnel of the Ministry of Information and Communications.
Speaking at the conference, Minister Nguyen Manh Hung affirmed that the addition of a young Deputy Minister to the Ministry of Information and Communications shows the great trust of the Party and State in the Ministry, the sector and Deputy Minister Bui Hoang Phuong personally. This trust is due to the fact that over the years, the Ministry and the sector of Information and Communications have worked together to serve the country, creating many achievements and making certain contributions to the country's development.
With a leadership team consisting of three generations 6X, 7X and 8X, including two Deputy Ministers of the 8X generation, Nguyen Huy Dung and Bui Hoang Phuong, the Ministry of Information and Communications has prepared personnel work until 2045.
On this occasion, Minister Nguyen Manh Hung also reminded the new Deputy Minister Bui Hoang Phuong as well as the leaders of the agencies and units of the Ministry about the qualities needed in a leader. That is, it is necessary to combine ideals and reality, to have both ideals, theories, and revolutionary romance, to dare to dream big dreams, to know how to direct one's organization towards noble goals, but at the same time, to have a practical mind when acting, to be technocratic, and to work scientifically. A leader must also be tolerant and know how to love people as they are.

The new Deputy Minister Bui Hoang Phuong is expected to be assigned to assist the Minister of Information and Communications in charge of state management of postal services, inspection, legislation, anti-corruption, anti-negativity, financial investment, office work, general consulting, administrative reform, digital transformation in the operations of agencies and units under the Ministry and some other tasks.
“In the coming time, no matter what field or unit I am assigned to work in, I will try my best to work with the Minister and the Ministry's leaders to be a reliable support, support and back the unit to overcome difficulties and challenges to complete assigned tasks,” Deputy Minister Bui Hoang Phuong affirmed.
