
Attending the working session, the Lao Cai provincial border gate delegation included Mr. Vuong Trinh Quoc, Head of the Provincial Economic Zone Management Board; representatives of a number of provincial departments and branches and specialized departments of the Provincial Economic Zone Management Board.
The Yunnan provincial border gate working delegation included Mr. Ma Tuan, Deputy Director of the Department of Commerce, Director of the Border Gate Office of the Yunnan Provincial People's Government; representatives of specialized departments of the Yunnan provincial Department of Commerce.

At the meeting, Mr. Ma Tuan, Deputy Director of the Department of Commerce, Director of the Border Gate Office of the People's Government of Yunnan Province affirmed: Import and export activities as well as import and export turnover through the Ha Khau - Lao Cai border gate are increasingly developing strongly and achieving many encouraging results. Through the actual survey, we highly appreciate the management model of import and export activities of Lao Cai border gate.

Deputy Director of Yunnan Provincial Department of Commerce Ma Jun said that the development of the border gate will have a positive impact on the socio-economic development of Yunnan and Lao Cai provinces. In recent times, Yunnan province has opened freight routes from Yunnan cities to Lao Cai by both road and rail. This is a testament to the cooperation between the two sides in trade, import and export of goods, and we hope to continue to have stronger development in the future.

Mr. Ma Tuan also pointed out some contents that need attention in the activities of the Ha Khau - Lao Cai border gate in the coming time, which are summarizing experiences and expanding the Ha Khau - Lao Cai border gate management model to the land border gates of Yunnan (China) - Vietnam.
Strengthen coordination and promote the upgrading and renovation of the management system according to the smart border gate model; establish and renovate "3 import streams, 2 export streams" of goods at Kim Thanh - Ha Khau Border Gate to increase customs clearance capacity and reduce congestion of goods through the border gate.

Regarding border management, Mr. Ma Tuan pointed out two issues that need attention: the change in customs clearance inspection methods on the Vietnamese side and the backlog of empty trucks at the border gate. Therefore, he suggested that Lao Cai increase exchanges and discussions to soon find solutions to these two issues.
Regarding the construction of the border road bridge across the Red River in the Ba Sai (China) - Ban Vuoc (Bat Xat, Lao Cai) area, there have been breakthroughs in the implementation work. According to the Agreement between the two sides, this project will start in September 2024. Therefore, in addition to building the road bridge, the two sides need to pay attention to investing in infrastructure to serve the inspection of import and export goods and vehicles entering and leaving the country. It is recommended that Lao Cai closely coordinate to jointly deploy the installation of equipment to inspect goods and vehicles passing through the border gate to ensure synchronization and efficiency.

Speaking at the meeting, Head of Lao Cai Economic Zone Management Board Vuong Trinh Quoc informed about the cooperation mechanism and exchanged views on border gate management between Lao Cai Economic Zone Management Board and Ha Khau Border Gate Management Board in the past time. Lao Cai will soon sign a cooperation agreement with Hong Ha and Van Son districts (Yunnan, China), including many contents related to border gate economic cooperation. Therefore, Lao Cai proposed that Yunnan create conditions to restore the exchange of goods of border residents at Muong Khuong - Kieu Dau border gate; Lo Co Chin - Lao Kha border gate; restore the entry and exit activities of border residents at Hoa Chu Phung - Seo Pa Chu opening.

Regarding the construction of smart border gates, Lao Cai province is researching to implement the Smart Border Gate Project, ensuring consistency. It is proposed that the Chinese side create conditions, increase exchanges, and research on the construction of smart border gates to ensure consistency and compliance with the regulations of each country.
Regarding the proposals of the Yunnan Border Gate Working Group, the Lao Cai Economic Zone Management Board will report to the province and coordinate with relevant departments and branches to soon find solutions. Specifically, regarding the proposal on customs clearance inspection methods, Lao Cai has restored customs clearance inspection activities as before the Covid-19 pandemic according to the traffic flow plan. To increase customs clearance capacity and reduce traffic congestion, Lao Cai has a plan to establish "3 times of import, 2 times of export", including a lane for empty vehicles.
Mr. Vuong Trinh Quoc requested Yunnan to review the situation of Vietnamese goods transport vehicles being illegally detained in Hekou, Yunnan, China. He requested Yunnan to find a solution to handle this situation, creating a healthy customs clearance environment for the Lao Cai - Hekou international border gate, ensuring compliance with the laws of both sides.

It is recommended that both sides promote trade promotion activities to attract businesses from both sides to participate in the import and export of goods through the Lao Cai - Hekou border gate. Therefore, the Yunnan Provincial Border Gate Office and the Lao Cai Provincial Economic Zone Management Board need to strengthen contact and establish information exchange channels to promptly resolve issues arising in the management of border gate activities.
Based on the analyzed and clarified proposals and requests, the two sides agreed to strengthen research and consider establishing a cooperation mechanism in accordance with regulations with the goal of improving the efficiency of border gate operations, contributing to increasing the import and export turnover of goods between the two sides.
