In order to contribute to innovation and improve the quality of the grassroots political system to meet the requirements of the new development period and improve the knowledge of all classes of people, in 2009, the Central Party Secretariat developed the Project "Equipping books for communes, wards and towns" (hereinafter referred to as the project).
The project was piloted by the Central Propaganda Department in coordination with the National Political Publishing House Truth and central ministries and branches in 16 provinces and cities across the country. After a preliminary assessment of the pilot results, from 2011, the project was deployed to all communes, wards and towns of 63 provinces and cities across the country.
During the 15 years of implementation (2009 - 2023), the project has provided 593 books with more than 14 million printed copies to the grassroots. The books include main contents such as: building the Party, government, and grassroots organizations; books about President Ho Chi Minh; building new rural areas; popularizing livestock and crop farming techniques; books for teenagers, children, and ethnic minorities...

The content ensures accuracy, objectivity, science, and updates with the latest information; presented in a question-and-answer format that is easy to read, easy to understand, easy to remember, convenient to look up, and easy to apply, suitable for readers who are cadres, party members, and people at the grassroots level.
The Truth National Political Publishing House has digitized over 500 books of the publishing project from 2009 - 2022; built the "Electronic library of books for communes, wards and towns" (thuviencoso.vn). Launched to readers since the beginning of 2020, to date, the electronic library has had more than 729,000 visits from cadres, party members and people.
Every year, the project equips each province and city nationwide with 7 sets of books. Up to now, all of the above units have received enough books. The management, exploitation and use of books under the project to serve leaders and managers at the grassroots level is relatively strict and effective. The research and study of books has achieved many positive results. Many localities have well organized the circulation of books to residential groups, villages, hamlets and hamlets to serve the reading needs of the people.

In addition to the achieved results, the project implementation process still has some limitations such as: some localities have not fully understood the purpose and requirements of the project; the number of books is still small compared to the demand; there is a lack of bilingual books for ethnic minorities; many localities have not arranged reading rooms, and management work is not strict and effective...
In the coming time, departments, branches and localities will continue to promote information and propaganda work on the project; organize preliminary and final reviews, properly assess the situation of book management and use, and draw experience in directing and organizing the implementation of the project.
At the same time, promote the reading movement among all classes of people; gradually consolidate book sources associated with the program of building new rural areas and civilized urban areas. Enhance the application of information technology in the management, exploitation and use of books; effectively promote book sources from the project.
At the conference, delegates analyzed the results and limitations in the implementation of the project; shared experiences, proposed solutions to promote the effective use of books under the project, and applied them practically in the activities of their local facilities...
Speaking at the conference, Head of the Central Propaganda Department Nguyen Trong Nghia highly appreciated the results in the implementation of the project; affirming that the project has contributed to equipping, updating knowledge, and improving the intellectual level of cadres, party members, and people at the grassroots level in communes, wards, and towns nationwide.
To continue promoting the effectiveness, the Head of the Central Propaganda Department requested ministries, departments, branches and localities to continue advising on the good implementation of the project, linking the project with national target programs; continue to thoroughly disseminate the spirit and goals of the project to the grassroots; and improve the reading culture for cadres, party members and people of all walks of life.
Along with that, grasp and orient the cultural needs of cadres and people; closely follow the guidelines and policies of the Party and State, the cultural traditions of the locality and nation, and the development trends of the world to mobilize and equip suitable books to attract readers.
The process of mobilizing social resources for cultural institutions in localities needs to be implemented synchronously, including balancing investment funds for bookcases and books; mobilizing and donating to increase book resources, continuing to promote the effectiveness of the project.
On this occasion, the Central Propaganda Department awarded certificates of merit to 11 collectives with outstanding achievements in consulting and organizing the implementation of the project.

Each year, the province receives a batch of books sent by the Truth National Political Publishing House under the project, including CD-ROMs and about 40 books with various contents. Localities manage books in many ways such as: setting up bookcases managed by commune officials; distributing them to community learning centers, communal traditional houses, communal libraries, village cultural houses, and residential groups; CDs are broadcast on the local radio system. Many localities are equipped with computer systems connected to the internet to support the search for information on books; mobilizing book donations and funds to buy books. The implementation of the project has helped cadres, party members, union members, association members and people update their knowledge, improve their professional qualifications and skills; apply knowledge of political theory, law, culture - society, apply scientific and technical advances into production, actively contribute to the successful implementation of the political tasks of the province, locality, unit and improve the spiritual life of the people. |
