The Ho Chi Minh City People's Procuracy has just returned the file to the Ho Chi Minh City Police Investigation Agency, requesting additional investigation into the case of the Tan Tien motorbike shop chain accused of "magically transforming" stolen motorbikes into new ones to defraud and appropriate property.
Accordingly, Ho Chi Minh City Police issued a notice requesting individuals who were scammed by subjects of Tan Tien store to quickly contact the Investigation Police Department (PC01) of Ho Chi Minh City Police for investigation.

Ho Chi Minh City Police said that the deadline for receiving information and working will end on December 25, 2024. After this deadline, if no contact is made, the investigation agency will have no basis to consider and resolve the rights, obligations and legal issues related to the vehicle with the chassis number and engine number being ground down or chiseled when the investigation is completed. Related people need to urgently provide information to ensure their rights and support the investigation process of the case.
Previously, the Ho Chi Minh City Police Department completed the investigation conclusion and proposed to prosecute the defendant Bui Van Tan (41 years old, owner of the Tan Tien motorbike shop chain) for the crimes of Fraudulent appropriation of property and Buying and selling documents of agencies and organizations.
According to the case file, from 2018 to December 2023, Bui Van Tan established 4 motorbike businesses, including: Tan Tien motorbike shop (Vinh Loc B commune, Binh Chanh district), Tan Tien 2 motorbike shop (Ba Diem commune, Hoc Mon district), Thao Van motorbike company Limited (Tan Thoi Nhat ward, District 12) and Lam Toi motorbike trading company Limited (Thuan An city, Binh Duong province).
At the end of 2021, seeing many motorbikes without papers appearing on the market, Tan came up with the idea of purchasing these motorbikes of unknown origin, then hiring someone to grind and chisel the frame and engine numbers to match the information on the factory quality inspection certificate from motorbike import-export companies.
Tan agreed to hire Nguyen Huu Oai and Nguyen Huu Nhu to grind the frame and engine numbers for a fee of 1 million VND/vehicle. At the same time, Tan also bought back vehicle quality inspection certificates for between 500,000 and 1 million VND/certificate from Nguyen Dinh Sung, Nguyen Thi Kieu Oanh and Nguyen Sy Toan.
In addition, Tan buys motorbikes of unknown origin from Le Van Toi at prices ranging from 18 to 22 million VND/vehicle depending on the type. After the motorbike is delivered to the store, Tan's staff receives it and takes pictures of the frame and engine numbers and sends them to the chat group for management.
Tan then instructed Tran Van Sau and Ha Xuan Phuc to remove the old license plate and take the car to Oai and Nhu to have the frame and engine numbers changed. Once completed, the car was brought back to the shop to be cleaned and refurbished before being sold online or displayed.
Modified cars are introduced to customers as "used cars, with all documents and papers removed." When a customer buys them, Tan's staff will take the chassis and engine numbers provided by Oai and Nhu, then register the car and hire a "service broker" in the customer's area to issue a new license plate.
Using this method, from 2021 until being discovered, Bui Van Tan confessed to having purchased 1,500 quality inspection certificates and sold more than 300 modified motorbikes to customers. The investigation agency seized 259 motorbikes and determined that Tan had appropriated a total of VND9.3 billion from 258 victims. The victims requested that Tan and his accomplices compensate them for the amount of money they had appropriated, but so far Tan has only been able to compensate one case with an amount of VND39 million.
For motorbikes suspected of having their frame and engine numbers erased but not yet recovered, the investigation agency will continue to verify and clarify.
