At the Conference, Mr. Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee, said that in addition to assessing the socio-economic situation in the first 6 months of the year and key tasks for the last 6 months of 2024, this conference also included important content on giving opinions on completing the Ho Chi Minh City planning for the 2021-2030 period, with a vision to 2050; Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060.
Orienting the Conference, Mr. Nguyen Van Nen said that since the 24th Conference held in November 2023, Ho Chi Minh City has chosen the theme for 2024 as strengthening the building and rectification of the Party and a clean and strong political system; determined to effectively implement digital transformation and implement Resolution 98 of the National Assembly.
Implementing Resolution 98, Ho Chi Minh City has actively deployed and organized drastic actions in the context of the world economic situation that has continued to develop in a complicated and unpredictable manner.
However, the head of the Ho Chi Minh City Party Committee said that there are still many problems and backlogs that need to be resolved. Meanwhile, some important policies and tasks have not yet met requirements.
For example, the city's GRDP is currently 6.46% while the city has set a target of 7.5-8%/year. Credit growth is low, and businesses' ability to absorb capital is still weak. Some competitive factors in land rental prices, logistics costs, infrastructure, and ports are improving slowly. Disbursement of public investment capital is also low.
Because of the above issues, the Secretary of the Ho Chi Minh City Party Committee requested the Conference to focus on researching and evaluating the nature of the problem, finding the causes and achievements to continue to have specific solutions for each issue, unifying decisions to overcome weaknesses, and completing the set tasks and targets.
Along with that, regarding Party work, the city needs to tighten discipline and administrative discipline so that each cadre, party member, civil servant and public employee can improve their spirit of self-study, practice respect and strictly follow Party discipline and State laws.
Regarding the general planning of Ho Chi Minh City, Chairman of Ho Chi Minh City People's Committee Phan Van Mai said that in terms of administrative units and urban development until 2030, Ho Chi Minh City will still maintain 16 districts, 5 counties and Thu Duc City.
In the following years, Ho Chi Minh City will reorganize 5 districts, focusing on building infrastructure towards urban targets to become provincial-level cities, not like Thu Duc City in Ho Chi Minh City.
Specifically, Mr. Phan Van Mai said that in the period of 2030-2040, Ho Chi Minh City will organize urban areas according to the general planning project. Including the central urban area, Thu Duc City, Southern City (including District 7, Nha Be District...), Northwest City (Cu Chi District, part of Hoc Mon District...) and Southwest City (Binh Chanh District, part of District 12, Binh Tan...). In particular, Can Gio District will be considered to belong to the Southern City or as a special city.
Thus, in the period of 2030-2040, Ho Chi Minh City will form 5 cities, to synchronously deploy according to the multi-center urban model. In which, urban railway is one of the methods to connect these cities.
The 31st meeting of the Executive Committee of the Ho Chi Minh City Party Committee, term XI, 2020-2025, is expected to take place in 1.5 days.
