Ho Chi Minh City Investment and Trade Promotion Center (ITPC) said that Ho Chi Minh City is currently implementing a survey to assess the competitiveness of departments, branches, sectors and localities (DDCI) in 2023.
The survey aims to help units see their strengths and weaknesses, thereby taking measures to improve the quality of administrative procedure settlement, creating a favorable environment for investment, production and business. This is also considered a transparent, reliable and widespread information channel for investors and businesses to contribute ideas to build the government.
This year, the DDCI index set for the sector includes indicators on access to information transparency and digital transformation; informal costs; time costs; fair competition; business support; legal institutions; dynamism, creativity and operational efficiency of the unit; green index; health and living environment index.
In addition to the above indicators, localities also have criteria on legal institutions and security and order; access to land and stability in land use. Compared to the first assessment (2022), this year DDCI has 2 new indicators: green index and health and environment index.
According to the plan previously announced by ITPC, the survey will be conducted from November 2023 to January 2024. The assessment results will be announced before February 28. This year, the survey unit (EY Vietnam Consulting Joint Stock Company) will collect at least 15,000 assessment forms.
In addition, there will be in-depth interviews with 20-30 businesses in the group of about 100 strategic investors in Ho Chi Minh City. In addition to the ranking assessment as last year, this year there will be additional analysis reports from 28 domestic and foreign experts to provide the most in-depth and comprehensive view.
