In recent years, Vinh City residents in general and localities such as Ha Huy Tap, Hung Loc, Nghi Phu have been very upset because Hai Thuong Lan Ong Street has been severely degraded, causing traffic safety and urban aesthetics to be compromised, while the traffic volume is large every day.

Among them, the bottleneck at the intersection of Hai Thuong Lan Ong and Tue Tinh streets in Ha Huy Tap ward is considered the most frustrating traffic point. Here, the roadway is narrowed, causing traffic congestion during rush hour, and vehicle collisions occur frequently. People often call this the “bamboo bush” bottleneck, causing much frustration for the people.

Although Vinh City has a plan to upgrade and expand Hai Thuong Lan Ong Street, due to problems with site clearance, the road construction has been stalled for many years. However, by 2024, households have basically agreed to the State's compensation plan.
Mr. Ngo Xuan Nam - Vice Chairman of Ha Huy Tap Ward People's Committee said: Hai Thuong Lan Ong road passing through the ward has 15 households that need to be cleared and handed over to widen the road, including households at the bottleneck of Hai Thuong Lan Ong intersection with Tue Tinh. Up to now, the households have basically agreed on the compensation plan, therefore, the authorities have mobilized machinery to level and clear the bottleneck, moving towards handing over the site to the city for road construction.

According to the plan, Hai Thuong Lan Ong Street will be expanded to 24m, from the intersection with Truong Van Linh Street to the planned 24m road and implemented in two sections.
Section 1 (from Bui Huy Bich Street to the 24m planned road) according to Decision No. 911/2023 of Vinh City People's Committee, in accordance with the 1/2000 scale zoning plan of Nghi Phu commune and Hung Loc commune, route length 879.41 m, total investment 217.3 billion VND.
As for section 2 (the starting point intersects with Truong Van Linh Street, the ending point intersects with Bui Huy Bich Street), according to Decision No. 2692 of Vinh City People's Committee. This section has a total investment of more than 93.3 billion VND, nearly 200m long. The entire road will be built 24m wide, of which the road surface is 12m wide, the sidewalk is 2 x 6m, and the road surface is asphalt.

Mr. Nguyen Viet Duc - Head of the Urban Management Department of Vinh City said: Vinh City has a plan to upgrade and expand Hai Thuong Lan Ong Street and relieve the bottleneck at the intersection of this street with Tue Tinh. However, due to land issues, it has not been able to be implemented in recent years.
However, in 2024, the site clearance work has shown positive signs, and households have basically agreed to the compensation plan. Therefore, in the coming time, the city will continue to propagate and mobilize some remaining households to hand over the site, and move towards deploying construction machinery to expand Hai Thuong Lan Ong Street this year to ensure traffic safety for people as well as ensure urban aesthetics for the road.

The current Hai Thuong Lan Ong Street has a total length of 2.7km, 10.5-13.5m wide, going from the intersection with Ha Huy Tap Street (right at Kenh Bac Bridge) through the administrative area of Ha Huy Tap Ward, through the intersections with Le Nin, Truong Van Linh, Chu Trac Streets... The street is adjacent to the Central Ear, Nose and Throat Hospital, Lotte Mart Vinh supermarket, Ha Huy Tap 2 Primary School, City Medical Center... Due to the presence of many units, businesses, schools... the road has a very large traffic volume, making travel difficult due to the narrow, degraded roadway.
