Ho Chi Minh City exempts tuition fees for students

From the 2025-2026 school year, Ho Chi Minh City will exempt tuition fees for students at all levels.

At the 21st session (special session), the 10th term Ho Chi Minh City People's Council passed a Resolution on special policies to support tuition fees for preschool children under 5 years old, high school students studying at public and non-public educational institutions and high school continuing education students in the area from the 2025-2026 school year.

Previously, the Ho Chi Minh City People's Committee submitted this proposal with the goal that all preschool children and primary school students at all levels in the City will have the opportunity to participate in learning without having to pay tuition fees. This is also a gift from the City to mark the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).

The subjects of application are preschool children under 5 years old, high school students, and high school continuing education students studying at public educational institutions in Ho Chi Minh City.

Preschool children under 5 years old, high school students studying at non-public educational institutions in the City, excluding students studying at foreign-invested educational institutions.

Accordingly, the support level is the tuition fee applicable to preschool children and high school students studying at public general education institutions that have not yet covered their regular expenses according to Resolution No. 12/2024 of the City People's Council on tuition fees for public preschool and general education from the 2024-2025 school year and subsequent school years in Ho Chi Minh City, specifically as follows:

In which, Group 1: Students studying at schools in Thu Duc City and districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.

Group 2: Students studying at schools in the districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.

The application period is from the 2025 - 2026 school year. The funding source is from the City budget according to the current budget allocation.

Ho Chi Minh City People's Committee estimates the budget for implementing the policy at 653 billion VND, of which the budget for supporting tuition fees for preschool children and public high school students is 423 billion VND; the budget for supporting tuition fees for preschool children and non-public high school students is 230 billion VND.

Thus, Ho Chi Minh City is the 9th locality in the country to exempt tuition fees for all children and high school students. This year, Da Nang, Ba Ria - Vung Tau, Hai Phong, Quang Ninh, Khanh Hoa, Quang Nam, Vinh Phuc, Yen Bai have implemented this policy.

According to Decree 81 (2021) and Decree 97 (2023) of the Government, the ceiling for public tuition fees in preschools and general education ranges from 50,000 to 650,000 VND per month. Based on that, provinces and cities set tuition fees suitable to the local situation. Currently, the collection rate in provinces and cities ranges from 8,000 to 340,000 VND per student per month, depending on the level of education and location. Tuition fees in rural and mountainous areas often have the lowest payment rates.
