Ho Chi Minh City has many traffic projects allocated "huge" capital but not all of it has been disbursed.
Many transport infrastructure construction projects in Ho Chi Minh City, although prioritized to allocate thousands of billions in 2024, have not been fully disbursed and have been proposed to be transferred to other projects.
The Department of Planning and Investment of Ho Chi Minh City has just sent Document No. 8725/TTr-SKHĐT to the People's Committee of Ho Chi Minh City proposing to adjust and supplement the 2024 public investment plan using local budget capital, including proposing to adjust capital for many transport infrastructure projects due to incomplete disbursement.

The project with the largest amount of transferred capital is the Component 2 Project for compensation and resettlement support of the Ring Road 3 Project, Ho Chi Minh City. In 2024, the City allocated 6,500 billion VND for site clearance. After 6 months of implementation, it is likely that it will not be fully disbursed, so the Department of Planning and Investment proposed transferring 2,322 billion VND to another project in need of capital.
Another key project that has also received capital to speed up construction progress is the An Phu intersection in Thu Duc City. The capital plan for this project in 2024 was assigned 1,320 billion VND, however, after review, it is likely that it will not be fully used, so it is proposed to transfer 600 billion VND to another project.
Also in Thu Duc City, the My Thuy Intersection Project (Component Project 1) was assigned 907 billion VND this year but was not fully used so 150 billion VND was transferred to another project.
In the Tan Son Nhat Airport area, the project connecting Tran Quoc Hoan Street to Cong Hoa Street, which was originally assigned in 2024, cost 1,816 billion VND. However, after reviewing the latest progress, the Department of Planning and Investment proposed transferring 1,490 billion VND to another project.
Statistics also show that many projects were allocated capital of hundreds of billions of VND but the volume of implementation was very low, so a very large amount of capital was proposed to be transferred.
For example, the project to upgrade and expand Lo Lu Street, Truong Thanh Ward, Thu Duc City, allocated capital for 2024 at VND 586 billion, but was proposed to transfer VND 450 billion due to slow disbursement progress.
Or like the Compensation and Site Clearance Project of Component Project 1A, Tan Van - Nhon Trach section, Phase 1 of Ring Road 3, Ho Chi Minh City this year allocated 396 billion VND, but the implementation was slow so 380 billion VND was transferred to another project.
After reviewing projects in all fields, the Department of Planning and Investment of Ho Chi Minh City proposed that the City People's Committee submit to the People's Council to transfer a total of VND 8,407 billion in public investment capital from slow-disbursement projects to high-disbursement projects.
Previously, at the meeting in March and May 2024, the Ho Chi Minh City People's Council decided to transfer a total of VND 4,814 billion from slow-disbursement projects to high-disbursement projects to complete and put into operation.
