Expand the ceiling for boarding meals by 5,000 VND/meal
Based on the synthesis of results from the survey report on the implementation of Resolution No. 04/2023/NQ-HDND of public educational institutions in the city in the 2023-2024 school year, the Department of Education and Training of Ho Chi Minh City has researched, absorbed and drafted a resolution on service revenues to support educational activities of public educational institutions in Ho Chi Minh City from the 2024-2025 school year.
This will be the basis for consulting and proposing to the Ho Chi Minh City People's Committee and submitting to the City People's Council to issue a resolution regulating revenue and collection levels, and revenue and expenditure management mechanisms for the 2024-2025 school year.
According to the draft, the ceiling for boarding meals will be adjusted from 35,000 VND/meal/day to 40,000 VND/meal/day.
Thus, compared to the level stipulated in Resolution 04 implemented for the last school year, 2023-2024, the ceiling level for boarding meals is adjusted the same in both groups of schools in districts, Thu Duc City as well as suburban districts of Ho Chi Minh City. Thus, the ceiling level increases by 5,000 - 8,000 VND/meal/day.
According to the Ho Chi Minh City Department of Education and Training, this proposed adjustment level is based on the actual situation at schools after implementing Resolution 04 based on market prices, ensuring the quality of boarding meals.
Since this is an agreement between the school and parents, a ceiling is needed to ensure there is no room for overcharging, but it also needs to be consistent with the requirements for the quality of boarding meals, as well as market prices in different localities of the city.
Add three revenues
The draft on service fees in public schools also proposes to add some fees.
Firstly , foreign language and information technology education services according to international certificate output standards are directly implemented by public preschool and general education institutions with a fee of 400,000 VND/student/month.
Second , add graduation exam review service for high school students (outside the school year) with fee: 15,000 VND/student/period.
Third , add the cost of renting air conditioners to the revenue item "Air conditioner usage service for air-conditioned classrooms" and adjust the maximum revenue from 50,000 VND/student/month to 110,000 VND/student/month.
Specifically: The maximum fee is 50,000 VND/student/month for classes that are already equipped with air conditioners and a maximum of 110,000 VND/student/month for classes that need to use air conditioners but do not have them and must rent them.
Parents want to increase boarding fees
According to a survey by Tuoi Tre , before the 2023-2024 school year, many schools in District 1, Ho Chi Minh City had collected boarding meals at 40,000 VND/meal/day, but after Resolution 04 stipulated a ceiling of 35,000 VND/meal/day, schools all complied with the regulations on this collection level, cutting some dishes even though parents wanted to adjust it up to ensure the quality of meals as before.
