On October 12, the Chairman of Thu Duc City People's Committee and the Director of Ho Chi Minh City Department of Health co-chaired a meeting to discuss and agree on the development orientation of Thu Duc City to become the third specialized medical cluster of Ho Chi Minh City (the second specialized medical cluster is continuing to be built, which is Tan Kien and Binh Chanh medical cluster; the first specialized medical cluster is the existing central medical cluster).

Thu Duc City People's Committee and the Department of Health have high consensus on the types of specialized medical facilities that need to be developed, on diversifying investment methods, and on a multi-phase implementation roadmap. In particular, priority is given to early implementation of new medical facilities to meet the urgent needs in health care for people in Thu Duc City and neighboring areas.

Specifically, priority is given to allocating land that has been planned as medical land and vacant land. Investment can be immediately deployed for existing public health facilities that are overloaded and degraded, including Le Van Thinh Hospital, Facility 2 (0.9 ha), Le Van Viet Hospital, Facility 2 (1.5 ha), and newly built Thu Duc City Hospital (5.8 ha), proposed using the budget and stimulus loans.

In addition, the meeting highly agreed to prioritize the vacant land (0.8 ha) to build a new Eye Hospital 2 using stimulus loans. Highly agreed to build a new high-tech disease screening center (2.9 ha) by calling for private capital. The PPP method (public-private partnership investment) was also proposed and highly agreed to build a new specialized stroke hospital (this type of specialized hospital is currently not available in Ho Chi Minh City).

The Department of Health and the People's Committee of Thu Duc City both highly agreed on putting the Ho Chi Minh City Mental Hospital on the priority list for new construction in Thu Duc City. In addition, they agreed to relocate the Ho Chi Minh City Mental Health Care Center (under the Ho Chi Minh City Department of Labor, Invalids and Social Affairs) next to the Mental Hospital, which will await the approval of the Ho Chi Minh City Department of Labor, Invalids and Social Affairs.

Thu Duc City People's Committee and Department of Health agreed to reserve 0.9 hectares to build Le Van Thinh Hospital, branch 2.

According to the Department of Health, another priority issue that needs the approval of Saigon Transport Mechanical Corporation - One Member Co., Ltd. (SAMCO) is related to the land (0.8 ha has been planned for a hospital and hotel but has not been implemented) to build the 115 Emergency Center - Thu Duc Medical Cluster.

In addition, besides the Faculty of Medicine - Ho Chi Minh City National University, the priority of land to develop more high-quality medical human resource training facilities has achieved high consensus of Thu Duc City People's Committee and the Department of Health.

Accordingly, in the land planning for healthcare in Thu Duc City, there are many land plots reserved for institute-school models such as the second campus of the University of Medicine and Pharmacy Hospital in Ho Chi Minh City, medical universities of countries with developed healthcare systems (Japan, UK, USA, etc.).

In addition, Thu Duc medical cluster also reserves land for nursing schools, associated with practice hospitals such as Le Van Thinh Hospital and Thu Duc City Hospital.
