The Ho Chi Minh City People's Committee has just reported on the implementation of housing support policies for workers who are renting, staying, or working in industrial parks, export processing zones, and key economic zones according to Resolution 43/2022 of the National Assembly.
This policy was implemented in early 2022 and is considered timely to support workers to return to the labor market, helping businesses maintain and develop.
According to the report, Ho Chi Minh City has allocated VND1,244,320 billion from the central budget to support more than 1.2 million workers. To date, Ho Chi Minh City has disbursed VND973,005 billion (78%), supporting 855,921 people.
According to the report of the Ho Chi Minh City People's Committee, the city highly appreciated the implementation with synchronous and consistent coordination from many state agencies. Specifically, the implementation of the policy of supporting housing rent for workers has helped businesses maintain and develop and workers actively participate in the labor market.
To date, Ho Chi Minh City has disbursed VND973 billion to support 855,921 workers.
In addition, the implementation in the city has had the synchronous and consistent coordination from many state agencies from the beginning to propagate, guide and supervise the implementation. The issuance of complete guidance documents from the city level to districts, towns, and Thu Duc City serves as the basis for unified implementation throughout the system.
The Ho Chi Minh City People's Committee also highly appreciated the bold authorization for local authorities to receive, appraise documents and spend funds, creating initiative for localities and convenience for businesses when contacting for guidance and submitting documents.
However, Ho Chi Minh City also faces many difficulties in implementing housing support policies for workers who are renting, staying in rented accommodation, and working in industrial parks, export processing zones, and economic zones.
Specifically, many businesses do not yet understand the regulations, so they do not correctly identify beneficiaries; prepare documents with missing or incorrect information; submit documents late; and have some shortcomings in the process of receiving, processing, disbursing, and settling payments.
Therefore, the Ho Chi Minh City People's Committee recommends that the Government consider allowing localities to continue disbursing funds to businesses that have submitted applications but were returned due to errors in beneficiary information and account numbers.
