Hai Duong City solves the problem of over-age residential area Party cell secretaries

Many Party cell secretaries of residential areas in Hai Duong City are past the age for re-election. The local Party Committee is reviewing and developing a plan to resolve personnel difficulties for the 2025-2027 term.

Old age

The Party cell of residential area No. 7 in Thanh Binh ward has 97 party members. Like many other residential area party cells in Hai Duong city, the party members of the cell are mainly retired cadres, all of whom are elderly. The average age of party members in the cell is 65.2 years old.

Mr. Pham Van Quang, Party Cell Secretary, Head of Residential Area No. 7, Thanh Binh Ward, is a retired soldier who has served as Party Cell Secretary for two terms. According to regulations, he is now too old to be re-elected as Party Cell Secretary for the next term.

According to Thanh Binh Ward Party Secretary Pham Dinh Viet Duc, the ward has 3 Party cell secretaries who are too old to be re-elected in the next term. So far, 1 comrade has asked to resign and the Party cell has found someone to replace him. In the coming time, if the over-age comrades continue to be highly trusted by the Party cell, the Ward Party Committee will report to the Standing Committee of the City Party Committee for comments.

Currently, those who are trusted to be elected as Party cell secretaries in residential areas are mostly retired cadres who have prestige and influence at the grassroots level. There are cases where the elderly wish to retire but have not found someone with enough prestige and capacity to take over.

At the Residential Area 19 Party Cell in Binh Han Ward, there are 83 Party members, the average age of the Party members is about 60 years old. The Party Cell Executive Committee has 5 comrades, the youngest of whom is 62 years old. Currently, the Party Cell is facing many difficulties in introducing personnel for the Party Cell Secretary for the next term. The Party Cell Executive Committee does not have any comrades who are of the right age to be re-elected and participate for the first time. Comrade Nguyen Van Nam, Secretary of the Residential Area 19 Party Cell, has held the position of Secretary since 2013.

According to Binh Han Ward Party Secretary Dang Vu Son, in the ward there are 5 residential area Party cell secretaries who are past the age for re-election, and need to report to the Standing Committee of the City Party Committee for comments to prepare for personnel work.

According to the Organizing Committee of Hai Duong City Party Committee, after a preliminary review, there are now more than 40 Party cell secretaries in the city who are over the age limit for re-election for the next term. The City Party Committee is assigning the Party Committees of wards and communes to review the list and select personnel for the next term to ensure stability, meet standards and requirements, and promote effective performance of tasks.

Difficult to solve

The comrades of the Party Committee of Residential Area 19, Binh Han Ward Party Committee are all elderly.

In reality, senior party members are often knowledgeable and experienced but have limited health. They also face some difficulties in applying technology in their leadership and management.

Meanwhile, young party members who are healthy and have faster access to technology will contribute to solving work effectively. However, having young party members work as cadres in residential areas is not easy.

The reason is that most young party members work far away. If they are local, they focus on developing the family economy and therefore rarely participate in activities in residential areas. Therefore, the party cell does not trust them enough to recommend them to join the Party Committee.

According to the instructions of the Provincial Party Committee's Organizing Committee, the maximum age of candidates for the first time to run for the position of Secretary of the residential area Party cell is no more than 65 years old for men and 60 years old for women; the maximum age for re-election is no more than 67 years old for men and 62 years old for women. In places with personnel difficulties, the age can be higher but must be approved by the Standing Committee of the District Party Committee.

Currently, along with the proposal and asking for opinions for over-age comrades to continue to be re-elected, wards and communes in Hai Duong city are also preparing to assign ward cadres to concurrently hold the position of Secretary of the residential area Party cell. However, this is a "reluctant" option because if this concurrent position policy is implemented, the work for the concurrently-held comrades will be very heavy. Meanwhile, the Secretary of the residential area Party cell needs to be close to the people and party members, grasp the thoughts, will and aspirations of the people, then the implementation of new activities will be effective and supported by party members and the people.

In the long term, to gradually rejuvenate residential area Party committees and create a source of cadres to take on the role of residential area Party cell secretaries, it is necessary to have policies and solutions for young Party members to actively take on mass organization positions in the area to train and develop source cadres.

Party committees also encourage retired cadres to immediately participate in work in residential areas when they return to their localities to connect with the people, understand and closely follow the grassroots, and create prestige with party members and people in residential areas...

Solving the problem of over-age residential area Party cell secretaries in Hai Duong City is still a difficult problem.
