The Prime Minister reappointed Lieutenant General Nguyen Hong Thai to the position of Commander of Military Region 1, Ministry of National Defense; and reappointed Mr. Tran Quoc Phuong to the position of Deputy Minister of Planning and Investment.

On November 8, Prime Minister Pham Minh Chinh signed and issued decisions on personnel of the Ministry of Planning and Investment and the Ministry of National Defense.
In Decision No. 1355/QD-TTg, the Prime Minister decided to re-appoint Lieutenant General Nguyen Hong Thai, member of the Party Central Committee, member of the Central Military Commission, to hold the position of Commander of Military Region 1, Ministry of National Defense.
Mr. Nguyen Hong Thai was born on May 7, 1969, joined the Party on December 7, 1987, hometown: Xuan Truc commune, An Thi district, Hung Yen province; political theory level: advanced; professional level: Bachelor of Military.
Before September 2016, he was a member of the Provincial Party Standing Committee, Deputy Secretary of the Phu Tho Provincial Military Party Committee; Colonel, Commander of the Phu Tho Provincial Military Command.
On September 5, 2016, he was appointed by the Prime Minister to the position of Deputy Commander of Military Region 2 and promoted to the rank of Major General.
In November 2016, he was Major General, Political Commissar of Phu Tho Provincial Military Command. In July 2018, he was Major General, Deputy Commander and Chief of Staff of Military Region 2; and Major General, Commander of Hanoi Capital Command since November 2018.
In October 2019, he was Major General, Commander of Military Region 1 and by July 2020, he was Lieutenant General, Commander of Military Region 1.
On January 30, 2021, at the 13th National Congress of the Party, Mr. Nguyen Hong Thai was elected as a member of the 13th Party Central Committee for the 2021-2026 term.
In Decision No. 1356/QD-TTg, the Prime Minister decided to extend the term of office until the end of military service age for Lieutenant General Nguyen Van Bong, Political Commissar of the Navy, Ministry of National Defense.
Mr. Nguyen Van Bong was appointed by the Prime Minister to hold the position of Political Commissar of the Navy in December 2019.
At the 13th Congress of the Navy Party Committee, term 2020-2025 (August 2020), Lieutenant General Nguyen Van Bong, Political Commissar of the Navy, was elected by the Executive Committee of the Navy Party Committee for the term 2020-2025 to continue holding the position of Secretary of the Navy Party Committee.
In Decision No. 1358/QD-TTg, the Prime Minister decided to re-appoint Mr. Tran Quoc Phuong to hold the position of Deputy Minister of Planning and Investment. The term of appointment is 5 years.
Mr. Tran Quoc Phuong was born on October 3, 1974, in Tu Hiep commune, Thanh Tri district, Hanoi; professional qualification: master's degree; political theory qualification: advanced.
From May 2008 to October 2009, he was Head of the Secretariat, Office of the Ministry of Planning and Investment.
From October 2009 to June 2016, he was Deputy Director of the Department of Labor, Culture and Social Affairs, Ministry of Planning and Investment.
From July 2016 to March 2017, Mr. Tran Quoc Phuong was Director-National Coordinator for Mekong Sub-regional Cooperation (GMS) under the Department of Foreign Economic Relations and concurrently served as Secretary to the Minister of Planning and Investment.
From April 2017 to December 2019, he was Director of the Department of National Economic Synthesis, Ministry of Planning and Investment.
From December 2019 to present, he is a member of the Party Committee, Deputy Minister of Planning and Investment./.
