On August 3, AFP reported that Russian President Vladimir Putin sent condolences to North Korean President Kim Jong-un over the tragic consequences of flooding in the northwestern provinces of the Northeast Asian country.

The Russian leader also affirmed that Pyongyang can always count on Moscow's help and support.
“We are confident that the situation in the affected areas will return to normal soon. You can always count on our help and support,” the telegram, published on the Kremlin website, said.
Earlier, on August 2, the South Korean Unification Ministry said that Pyongyang had not responded to Seoul's request for humanitarian aid for the damage caused by heavy rains in North Korea's northern border areas.
The Ministry of Unification of South Korea on August 1 expressed its wish to provide emergency assistance to flood victims in North Korea with necessary items from a humanitarian and compatriot perspective through the Korean Red Cross.
According to North Korean state media, the border city of Sinuiju and Uiju county in the country's northwestern North Pyongan province were recently devastated by heavy rains, flooding more than 4,100 houses and nearly 3,000 hectares of farmland.
Pyongyang has not yet released an official casualty figure, but the South Korean Unification Ministry said North Korea may have suffered "significant casualties."
