According to Reuters, the Russian President said that Moscow must consider where to deploy the above missiles, after the US has brought corresponding missiles to Europe and Asia.

Mr. Putin mentioned that Russia should restart the production of medium- and shorter-range missiles capable of carrying nuclear warheads. Previously, Russia and the United States had a number of treaties on arms control. One of the agreements that helped limit the arms race between the two countries was the Intermediate-Range Nuclear Forces (INF) Treaty, signed in 1987. According to Mr. Putin, Russia had pledged not to deploy these missiles, but the US had restarted production and sent them to Denmark and the Philippines, so Russia had to make a move too.
