(BGDT) - On June 21, the Standing Committee of the Provincial Party Committee held a conference to review 10 years of implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee on "fundamental and comprehensive innovation of education and training (GD&DT), meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration" (referred to as Resolution No. 29).
Attending the conference were comrade Mai Son, Permanent Vice Chairman of the Provincial People's Committee; members of the Provincial Party Committee, Standing Committee of the Provincial People's Council, Provincial People's Committee; leaders of provincial departments, branches, socio-political organizations, district and city People's Committees, a number of universities, colleges and high schools in the area. Many outstanding results
The summary report stated: After 10 years of implementing Resolution No. 29, the awareness of Party committees at all levels, authorities and people in the province on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration has had many positive changes.
Investment in facilities and equipment for education and training has received more attention. The scale and network of schools and classes at all levels have developed reasonably, meeting the learning needs of the people. The work of eliminating illiteracy and universalizing education has been maintained. The movement to encourage learning, encourage talents, and build a learning society in localities, units, and clans has increasingly developed.

Up to now, the province has 760 educational establishments; the rate of solidified schools and the rate of schools meeting national standards in the province are higher than the national average. The work of universalizing education at all levels in the province has been maintained firmly. Every year, more than 10% of junior high school graduates enter the continuing education program at high school level. The average rate of high school graduates is more than 98%. Bac Giang is among the 12 provinces and cities leading the country in the results of national, international and regional excellent student competitions.
The report and discussion opinions presented a number of creative and effective ways of the province, sectors and localities in implementing the Resolution. Typically, the Provincial Party Committee has promptly directed to overcome and remove difficulties in facilities and lack of preschool teachers; directed to issue the Project on building high-quality key secondary schools in the period 2015-2025, the Project on improving the quality of training gifted students in Bac Giang province in the period 2022-2025, with a vision to 2030. Directed the education sector to be proactive, creative and flexible in teaching and learning in the context of the complicated developments of the Covid-19 pandemic; promoted the application of information technology in general schools.
After 10 years of implementing the Resolution, the Provincial Party Committee has drawn some lessons. That is to strengthen the leadership and direction of Party committees and authorities at all levels to ensure the effectiveness of approved programs, projects and plans on education and training. Develop policies to attract investment in the fields of education and training, and synchronous vocational education. Promote the socialization of education; mobilize social resources to participate in educational activities. Do a good job of investigating and surveying vocational training needs, developing vocational training plans that are close to the specific situation and conditions of each locality; develop vocational training models associated with enterprises to solve employment for workers after training.
In addition to the achievements, the report also pointed out some shortcomings and limitations that need to be overcome in the coming time, such as: Party committees in some places have not paid attention to studying, learning and thoroughly implementing the Resolution. Facilities and teaching equipment are not uniform; the team of education managers and teachers is still inadequate in terms of quantity, quality and structure. The quality of secondary education still varies between regions.

Speaking at the conference, comrade Mai Son acknowledged and highly appreciated the positive contributions of Party committees, authorities, departments, branches, organizations at all levels and individuals with many creative and effective ways in implementing Resolution No. 29.

Comrade Mai Son emphasized: Continuing to inherit the leadership viewpoint of the Party, the State always considers education and training as the top national policy, the cause of the entire political system and the entire people. Implementing Resolution No. 29, in recent years, the Provincial Party Committee, People's Council, and People's Committee have focused on leading, directing, and synchronously and effectively implementing the viewpoints, goals, tasks, and solutions set out; promptly promulgating specific policies, mechanisms, and policies of the province. Thereby contributing to overcoming the shortage of preschool teachers; improving the quality of teaching and learning English in general schools.
The network of schools and classes has developed widely in both public and non-public sectors, meeting the learning needs of local people's children. The rate of school consolidation in the province and the rate of national standard schools at all levels are higher than the national average. The attention and investment in education and training has not only been implemented in the past 10 years but also over a long period since the province was re-established.

Next July, the Provincial People's Council will consider approving new bonuses for teachers who train gifted students and send teachers to support students participating in regional and international Olympic competitions. Bac Giang is also a province with a creative approach to streamlining its staff, with priority given to maintaining and supplementing the staff and teachers to implement the new general education program.
In addition, vocational education has always been of interest. In the context of general difficulties, the province established the Bac Giang Mountainous Vocational College; merged the Bac Giang Medical College with the Ngo Gia Tu Bac Giang College. The network of vocational education facilities has been streamlined and gradually linked with businesses. The rate of trained workers has increased from 44% in 2013 to 74% today, higher than the national average.
He requested departments, branches, organizations and localities to continue to thoroughly grasp Resolution No. 29. Pay attention to developing plans and allocating adequate investment resources for facilities; training, fostering capacity and qualifications, and taking care of the lives of staff and teachers. Thereby contributing to maintaining and further improving the quality of comprehensive education, key education; education in the direction of promoting the initiative and creativity of learners in the context of international integration.
On this occasion, the Chairman of the Provincial People's Committee awarded Certificates of Merit to 76 collectives and individuals with many achievements in implementing Resolution No. 29.
