This morning, August 7, the Quang Tri Provincial Party Committee held a conference to review 10 years of implementing Directive No. 40-CT/TW, dated November 22, 2014 of the Secretariat of the 11th Party Central Committee on strengthening the Party's leadership over policy credit (Directive 40). 28,322 households overcome poverty threshold thanks to policy credit capital
After 10 years of implementing Directive 40 and related documents, the awareness and actions of Party committees, authorities, socio-political organizations (CT - XH), cadres, party members and people have been profoundly changed in promoting the implementation of social credit. Party committees, authorities, departments, branches and organizations at all levels have created favorable conditions for the VBSP, Quang Tri branch, to effectively perform assigned tasks through integrating socio-economic development programs, agricultural and industrial promotion programs, etc. to arrange and supplement entrusted loan capital and confirm loan recipients.
Implementing the policy of diversifying resources for implementing social credit, along with balanced capital from the central government, the Provincial Party Committee, People's Council and People's Committee have paid attention to directing the mobilization and concentration of financial resources to meet the borrowing needs of the poor and other policy beneficiaries.
The Fatherland Front and socio-political organizations at all levels have paid attention, directed and coordinated well with the Vietnam Bank for Social Policies in implementing social credit programs. Strengthened inspection and supervision, guided borrowers to use capital effectively, and promoted the Party and State's policies and guidelines on social credit.
After 10 years of implementing Directive 40, the total outstanding debt of the whole province reached more than 5,000 billion VND, an increase of nearly 3,400 billion VND compared to 2014 with a growth rate of over 200%, an average annual increase of 20%, covering 125 communes, wards and towns with 1,856 savings and credit groups; there are 76,959 poor households and other policy beneficiaries with outstanding debt, accounting for 42.3% of the total number of households in the province.
Policy credit has helped 28,322 households overcome the poverty line, nearly 10,000 students in difficult circumstances have received loans to study, 31,092 households have received loans to create new jobs. More than 161,000 clean water and rural environmental sanitation projects have been built, 384 households have received loans to work abroad, more than 2,100 poor households have received loans to build houses, and more than 1,300 low-income households have received loans to build houses.
Policy credit capital has been highly effective, contributing to narrowing the gap between rich and poor, developing the economy, stabilizing political, cultural and social security, and building new rural areas in the locality.
During this period, policy credit programs have helped more than 20,000 ethnic minority households get acquainted with borrowing capital for production and business, generating income, thereby improving production and business skills and capital management. Through the use of policy credit capital, awareness has changed, helping ethnic minorities become more confident and gradually increase their position in society.
In addition to the achieved results, the report evaluating 10 years of implementing Directive 40 also pointed out limitations, difficulties, and obstacles, analyzing subjective and objective causes.
To continue effectively implementing Directive 40 in the coming time, the Provincial Party Standing Committee requests Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels to continue to enhance their roles and responsibilities for social credit. Complete legal documents, mechanisms and policies related to social credit. Arrange and mobilize resources to implement social credit to better meet the borrowing needs of poor households and policy beneficiaries. Continue to improve the capacity and operational efficiency of the provincial branch of the Vietnam Bank for Social Policies.
The conference received 17 comments, including 5 comments in the hall from units, localities and individuals that vividly illustrated the practical picture at the local level in implementing Directive 40.
The presentations and opinions all affirmed the key role and pillar of social credit in poverty reduction, new rural construction, ensuring social security, job creation, human resource development... At the same time, it was proposed that in the coming time, it is necessary to strengthen the leadership role of party committees and authorities at all levels in social credit, perfecting mechanisms and policies on mobilizing, managing and using financial resources, on subjects, locations, loan levels, loan interest rates...

Improve processes and procedures to make it easier for people to access policy credit capital.
Speaking at the conference, Deputy General Director of Vietnam Bank for Social Policies Nguyen Duc Hai highly appreciated the implementation of Directive 40 in Quang Tri province, the local creative ways of doing things and proposed to replicate them. At the same time, he suggested practical issues, contributing to orienting activities for the province to continue effectively implementing Directive 40.

Concluding the conference, Chairman of the Provincial People's Committee Vo Van Hung emphasized that social credit implemented through the Vietnam Bank for Social Policies has promoted the strength of the entire political system, strengthened leadership, direction, inspection and supervision. At the same time, it contributes to preventing usury and "black credit", especially in rural areas, which is one of the economic levers to help the poor and social policy beneficiaries have conditions to develop production and improve their lives.
In the coming time, Party committees and authorities at all levels need to continue to lead, direct and organize the effective implementation of Directive 40 and Conclusion No. 06, considering this a key and consistent task, the responsibility of the entire political system for social credit activities, contributing to the effective implementation of the national goal of sustainable poverty reduction and new rural construction.
Enhance the role, responsibility and operational efficiency of local Party committees and authorities at all levels and socio-political organizations in implementing social credit in the area. Focus on arranging and mobilizing resources to implement social credit to better meet the borrowing needs of poor households and policy beneficiaries.
In particular, the Provincial People's Committee and the District People's Committees annually balance the local budget entrusted to the VBSP to supplement the loan capital source in the direction of the following year being higher than the previous year, striving to have the local budget capital source account for at least 15% of the total policy credit capital source implemented in the area by 2030, ensuring the target set out in the VBSP Development Strategy to 2030.
The Vietnam Fatherland Front and socio-political organizations have performed well the function of supervision and social criticism of social policy credit activities. They have performed well the work of receiving the trust of the VBSP, and have a firm grasp of the situation of capital use by borrowers. The Vietnam Fatherland Front has continued to deploy and expand the campaign for the poor to supplement capital sources for the VBSP to implement social policy credit programs.
The Social Policy Bank needs to continue to manage well the social policy credit capital, respond promptly, provide convenient loans to the people, to the right subjects, for the right purposes, and in a transparent and public manner. Continue to entrust lending capital through social-political organizations and disburse loans directly to the subjects to save time and reduce costs for the people.
Improve credit processes and procedures and strengthen guidance to make it convenient and easy for people to access services of the Social Policy Bank. Focus on building the image of the Social Policy Bank serving wholeheartedly, thoughtfully and professionally, with the motto "Understanding people's hearts, serving wholeheartedly", so that policy credit always accompanies people in the journey to build a prosperous and happy life.
On this occasion, the Provincial Party Standing Committee awarded certificates of merit to 5 groups and 10 individuals; the Provincial People's Committee Chairman awarded certificates of merit to 16 groups and 28 individuals with many achievements in organizing the implementation of Directive 40.
