Northern Power Corporation holds online meeting on power grid restoration after storms and floods

On the afternoon of September 10, in Ha Long City, the Northern Power Corporation held an online conference with its local power companies to hear the results of restoring the power grid after storms and floods. Comrade Nguyen Duc Thien, General Director of the Northern Power Corporation chaired the conference.

Currently, the 22kV line to Vinh Thuc Island (Mong Cai City) has been restored.

According to statistics from the Electricity Industry, Typhoon Yagi and the effects of flash floods have seriously damaged the power grid systems of many northern provinces. In particular, the 110 kV power grid in 6 northern provinces (Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Hai Duong, Bac Ninh) where the storm passed through was severely damaged.

In particular, Quang Ninh's 110kV power system was almost paralyzed when the entire 110kV line and 110kV transformer station had to be taken out of operation.

Accordingly, 15 provinces and cities in the Northern region with over 3 million customers were affected. It is worth mentioning that right after the storm, from last night (September 9) to this morning, due to heavy rain in some provinces of Yen Bai, Bac Giang, Phu Tho, Thai Nguyen, Cao Bang, Lao Cai, it caused flooding in 7 areas, continuing to cause power outages for nearly 230,000 customers.

Faced with the complicated developments and heavy damage caused by storms and floods, the leaders of the Northern Power Corporation have been closely following the situation in recent days, continuously directing the Corporation's Boards and units to develop response and recovery plans. In particular, the Corporation requires focusing on early power supply to important loads and telecommunication broadcasting stations, and flood-control pump substations as soon as weather conditions permit.

As of 2:00 p.m. on September 10, the Electricity Departments of provinces and cities have made efforts to restore power supply to customers. Specifically: 7/10 lines on the 500kV grid that had problems have been restored; 29/40 lines on the 220kV grid and 8/9 220kV transformer stations have been restored. For the 110kV grid, 83/102 lines with problems have been restored.

Currently, Quang Ninh Electricity Company has restored 30% of the incident load in the whole province.

In Quang Ninh, as of 2:00 p.m. on September 10, 30% of the incident load in the whole province has been restored; power supply to important loads in the whole province (hospitals, telecommunications, clean water supply, etc.) has been basically restored; 90% of the load is coal mines has been restored. For priority loads in Ha Long City, Quang Ninh Electricity Company is trying to restore power supply today. The remaining power lines in the city, due to many broken poles, will be repaired in the next few days and power supply will be restored to customers.

At the meeting, leaders of the Electricity Companies of the provinces and cities reported and clarified the damages as well as the shortcomings and difficulties in the work of preventing, responding to and overcoming the consequences of the storm. Especially at a time when many localities are isolated by floods and landslides.

At the meeting, the leaders of the Northern Power Corporation affirmed that the power outage cannot last for a week, especially in the central areas of the provinces and cities. Therefore, the Power Companies of the provinces and cities must clearly define their responsibilities in restoring power to customers and must use all measures and methods to develop a temporary power supply plan as soon as possible.

Comrade Nguyen Duc Thien, General Director of the Northern Power Corporation, requested units to organize the cleaning of the scene; prioritize power supply to key customers; be responsible for supporting the shock troops to restore the power grid for localities. The Project Management Boards of the Northern Power Corporation must proactively send staff to support and guide localities in making estimates, negotiating contracts, purchasing equipment and materials, etc. Units also need to quickly take inventory of the number of assets of the Electricity sector that have been lost or affected by storms; reassess the current status of the power grid; review and reinforce weak points that are at risk of being damaged after storms; strictly implement all safety measures when working in flood conditions, especially ensuring the safety of people and equipment during the process of overcoming the consequences of natural disasters. Most importantly, units must always be ready with human resources, materials and equipment so that as soon as the flood recedes, they can fix the problem and restore power to loads and customers.
