On the morning of October 8, the 8th Conference of the 13th Party Central Committee concluded after 7 days of urgent, serious and responsible work. The Conference completed all the contents and programs set out.
Final planning of key leadership positions
In his closing speech, General Secretary Nguyen Phu Trong, on behalf of the Politburo, clarified a number of issues and summarized the important results achieved by the conference, including the content on the planning of the Party Central Committee for the 2026-2031 term.
The General Secretary said that the Party Central Committee acknowledged and highly appreciated the efforts of the Politburo and the Steering Committee in carefully and seriously preparing the quality of the submission and planning for the 14th Party Central Committee with the inheritance, supplementation, and proper and appropriate development of the methods and lessons learned from previous terms, especially the 13th term.
The Central Committee requested that, immediately after this conference, based on the results of the Central Committee's introduction, the review and assessment of the Steering Committee, the Central Party Committees and the relevant agencies, the Politburo should promptly consider and decide on the planning of the Party Central Committee for the 2026-2031 term.
This is the basis for training, fostering and regularly monitoring, inspecting and supervising cadres who have been included in the planning; if any violations or unqualified or unqualified personnel are found, they must be promptly removed from the planning.
At the same time, continue to carefully review and analyze the quality, structure, and composition of all areas of work to promptly detect, recommend, and introduce additional planning reports for the Politburo to submit to the Central Committee for consideration at the following conferences.
The conference especially emphasized that this is an important initial step in the process of building a strategic-level cadre planning for the 14th term with the spirit of doing it step by step, task by task, firmly and closely; after completing the planning of the Central Executive Committee, then planning for the Politburo and Secretariat will be done; then planning for key leadership positions will come.
During this process, the General Secretary noted that it is necessary to thoroughly grasp and effectively implement Plan No. 17 of the Politburo, identifying strategic-level cadre planning as a very important task of the Party, placed under the direct and absolute leadership of the Party Central Committee and the Politburo, meeting the requirements of building a team of high-level cadres of the Party with sufficient qualities, capacity, prestige, and equal to the task.
The General Secretary also requested strict implementation of the principle of democratic centralism, fully promoting the authority and responsibility of the Party Central Committee, the Politburo, Party committees at all levels, Party organizations and leaders in accordance with regulations; ensuring strict, democratic, objective, public and transparent processes.
In addition, the General Secretary also emphasized the importance of quality combined with a reasonable structure to ensure the comprehensive leadership of the Party; creating synchronization, comprehensiveness, and connectivity in planning key leadership positions of departments, ministries, branches, localities, agencies, and units; linking with training, fostering, arrangement, rotation, appointment, introduction of cadres and personnel preparation for the next term.
"Use the planning of the Party Central Committee, the Politburo, the Secretariat and key leadership positions of the Party and State as the basis for the personnel work of the Party Central Committee at the 14th National Party Congress," the General Secretary requested.
Establish 5 Subcommittees to prepare for the 14th Congress
Also at this Conference, the Central Committee discussed and unanimously decided to establish 5 Sub-committees to prepare for the 14th Party Congress, including: Document Sub-committee; Economic - Social Sub-committee; Personnel Sub-committee; Party Charter Sub-committee; and Organization Sub-committee to serve the Congress.
When considering and deciding to establish the Subcommittees, the Central Committee discussed and gave opinions on adjustments to the structure, functions, tasks and specific personnel of each subcommittee; considering this as the initial work for the preparation process for the 14th Party Congress.
The General Secretary requested that the Subcommittees urgently develop programs and plans to soon put them into operation, ensuring quality and efficiency.
At the same time, the Party Central Committee also considered and decided on a number of issues regarding personnel work.
General Secretary Nguyen Phu Trong requested that each member of the Central Committee, in each of his or her working positions, further uphold the sense of responsibility before the Party, the People and the country, focus on leading, directing, thoroughly grasping and organizing the implementation of the resolutions of the Central Committee this time, contributing to the successful implementation of the Resolution of the 13th National Party Congress and making good preparations for the Party Congresses at all levels towards the 14th National Party Congress.
